Can upper secondary school teachers voluntarily join the Communist Party of Vietnam?
According to Article 1 of the Charter of the Communist Party of Vietnam 2011:
1. A communist party member is a revolutionary soldier in the vanguard of the working class, the laboring people, and the Vietnamese nation, who strives for life for the goals and ideals of the Communist Party of Vietnam, placing the interests of the Fatherland, the working class and the laboring people above personal interests; strictly abides by the Political Platform, the Charter of the Communist Party of Vietnam, the resolutions of the Communist Party of Vietnam, and the laws of the State; works and accomplishes assigned tasks well; has good ethics and a healthy lifestyle; is closely associated with the people; submits to the organization and discipline of the Communist Party, maintains unity within the Communist Party of Vietnam.
2. Vietnamese citizens from eighteen years old upwards who acknowledge and voluntarily carry out the Political Platform, the Charter of the Communist Party of Vietnam, the criteria and tasks of a communist party member, engage in a grassroots CPV organization; proven through practice to be outstanding, trusted by the people, can be considered for admission to the Communist Party of Vietnam.
Thus, according to the Charter of the Communist Party of Vietnam, admission to the Communist Party of Vietnam is based on a voluntary spirit. If conditions are met, upper secondary school teachers can fully voluntarily join the Communist Party of Vietnam.
Under clause 1, Article 4 Charter of the Communist Party of Vietnam 2011 for further reference on the regulations for admitting communist party members:
Procedures for admitting communist party members (including re-admission):
Step 1: The person joining the Communist Party of Vietnam must:
- Submit a voluntary application to join the Communist Party of Vietnam;
- Honestly report personal history to the CPV Cell;
- Be introduced by two official communist party members.
Step 2: In places with the Ho Chi Minh Communist Youth Union, the person joining the Communist Party of Vietnam at a young age must be a trade union member, introduced by the grassroots Youth Union Executive Committee and one official communist party member.
In agencies or enterprises without the Ho Chi Minh Communist Youth Union, the person joining the Communist Party of Vietnam must be a trade union member, introduced by the grassroots Trade Union Executive Committee and one official communist party member.
Step 3: Before being admitted to the Communist Party of Vietnam, the teacher will be on probation according to Article 3 Charter of the Communist Party of Vietnam 2011 which states:
- A person admitted to the Communist Party of Vietnam must undergo a twelve-month probation period, counted from the day the CPV Cell organizes the admission ceremony. During the probation period, the CPV Cell continues educating, training, and assigning official communist party members to help the new members improve.
- At the end of the probation period, the CPV Cell will consider officially recognizing each member and vote when admitting; if unqualified, the competent authority shall decide to remove the name from the list of probationary members.
- The resolution of the CPV Cell on the proposal for official membership recognition must be decided by the competent authority.
- Once officially recognized, a Party member's seniority is counted from the date recorded in the admission decision.
What are the rights of upper secondary school teachers who are communist party members in Vietnam?
The rights of upper secondary school teachers who are communist party members in Vietnam are specified in Article 3 of the Charter of the Communist Party of Vietnam 2011 as follows:
[1] To be informed and discuss issues regarding the Political Platform, the Party Charter, the Party's guidelines, policies, and resolutions; vote on the Party's work.
[2] To stand for election, nominate, and vote for leadership bodies at various levels of the Communist Party according to the regulations of the Central Executive Committee.
[3] To criticize and question the activities of CPV organizations and members at all levels within the scope of the organization; report, recommend to responsible agencies, and request responses.
[4] To present opinions when the CPV organization evaluates and decides on assignments or disciplines.
Probationary communist party members have the above rights, except for voting, candidacy, and voting for the CPV's leadership bodies.
Note: The duties of upper secondary school teachers who are communist party members in Vietnam are specified in Article 2 Charter of the Communist Party of Vietnam 2011:
- Be absolutely loyal to the revolutionary ideals and purposes of the Communist Party of Vietnam, strictly comply with the Political Platform, Charter, resolutions, directives of the Communist Party of Vietnam, and laws of the State; perform assigned tasks well; completely obey the Party's assignments and deployments.
- Continuously study, train to improve knowledge, work capacity, political qualities, and revolutionary ethics, maintain a healthy lifestyle; fight against individualism, opportunism, sectarianism, bureaucracy, corruption, waste, and other negative expressions. Comply with the Central Executive Committee's regulations on things communist party members are not allowed to do.
- Closely associate with the people, respect and promote the people's ownership rights; care for the people's material and spiritual life; actively participate in public and social work at the workplace and place of residence; propagate and mobilize family and people to implement the Communist Party of Vietnam's policies and State laws.
- Participate in building, protecting the Communist Party of Vietnam's policies, and organizing; adhere to discipline, maintain unity within the Communist Party of Vietnam; regularly self-criticize and criticize, be honest with the Communist Party of Vietnam; engage in Party member development; attend Party activities and pay Party dues conformably.
