On October 22, 2024, the Hanoi Department of Education and Training announced the scores for the Hanoi City Excellent Students Team Selection Exam for the National Excellent Student Competition for the academic year 2024-2025.

Are students who are not winners of the National Excellent Student Competition in Vietnam eligible to receive certificates?
According to Article 34 of the national level excellent student competition regulations issued with Circular 17/2023/TT-BGDDT:
Issuance of Certificates
- Certificates in national level excellent student selection exams
a) Certificates for students winning prizes in the national level high school excellent student competition are issued to those winning prizes in the competition;
b) Certificates for students participating in the national level high school excellent student competition are issued to those who participate but do not win prizes;
c) Certificates for students participating in the national high school student selection exams for national teams to participate in international and regional Olympiads are issued to participants.
- Based on exam results, the Director of the Quality Management Department issues certificates to the contestants. Certificates are only issued once.
- The Director of the Quality Management Department has the right to revoke and cancel issued certificates if the recipient is found to have violated competition regulations during the examination or if the awarding and issuance of certificates were not conformable.
Thus, if students do not win in the national excellent student competition, they will still be issued a certificate of participation in the national high school excellent student selection exam.
How to handle results for discrepancies in the national excellent student examination grading?
According to Clause 3, Article 30 of the national level excellent student competition regulations issued with Circular 17/2023/TT-BGDDT, the Head of the Grading Team receives the exam papers and grading sheets checked by the secretarial team for score summation and handles as follows:
- For exam papers with score discrepancies due to summation errors, the Head of the Grading Team allows the examiner to make corrections and sign at the correction;
- For exam papers with score discrepancies not due to summation errors, the Head of the Grading Team addresses the discrepancies as follows:

If the score discrepancy between two gradings does not exceed 5% of the maximum scoring scale for Natural Science subjects (Math, Physics, Chemistry, Biology) and does not exceed 10% for Social Science subjects (Literature, History, Geography) and Foreign Languages. | The examiners discuss to agree on a final score; if no agreement is reached, they report to the Head of the Grading Team for further discussion to reach a consensus. |
If the score discrepancy between two gradings is between over 5% and does not exceed 10% for Natural Science subjects and between over 10% and does not exceed 15% for Social Science subjects and Foreign Languages. | The examiners report to the Head of the Grading Team for further discussion to reach a consensus. |
If the score discrepancy between two gradings exceeds 10% for Natural Science subjects and exceeds 15% for Social Science subjects and Foreign Languages. | The Head may require the entire Grading Team to grade the paper or appoint a third examiner to re-grade, followed by a discussion between the Head and the three examiners to agree on a final score. |
- All cases where a consensus on scores is not reached between the Head of the Grading Team and the examiners must be brought to the Grading Team for joint grading.
- Exam papers without score discrepancies between the two gradings or with discrepancies already handled by regulations are marked individually by examiners, recording the total score (in words and numbers) in the specified spaces on the first page of the paper. The examiners then write their names and sign the examiner’s signature box.
