On August 1, 2024, the Ministry of Education and Training of Vietnam issued Decision 2045/QD-BGDDT 2024 on the framework for the academic year 2024 - 2025 for preschool, general education, and continuing education nationwide. This includes the schedule of opening ceremony for the new school year in 2024.
In Article 1 of Decision 2045/QD-BGDDT 2024:
Promulgate the framework for the academic year 2024 - 2025 for preschool, general education, and continuing education nationwide as follows:
1. The earliest back-to-school date is one week before the opening ceremony date. For grade 1, the earliest back-to-school date is two weeks before the opening ceremony date.
2. The opening ceremony will be held on September 5, 2024.
3. The first semester ends before January 18, 2025, and the academic year ends before May 31, 2025.
4. Primary school completion and lower secondary school graduation recognition before June 30, 2025.
5. Completion of admissions for the first classes before July 31, 2025.
6. The 2025 upper secondary school graduation exam is expected to take place on June 26 and June 27, 2025.
7. Other national exams will be organized according to the regulations and guidelines of the Ministry of Education and Training.
Thus, unless there are any changes, the Schedule of opening ceremony for the new school year for lower secondary students in 2024 in 63 provinces will take place on September 5, 2024.

What fees can lower secondary schools in Vietnam collect at the beginning of the 2024-2025 school year?
The beginning-of-the-year fees for secondary students for the 2024-2025 academic year are as follows:
(1) Tuition fees: Implemented according to Decree 81/2021/ND-CP of the Government of Vietnam.
According to Clause 2, Article 3 of Decree 81/2021/ND-CP, tuition fees are the amounts that students must pay to cover part or all of the costs of educational services.
Provincial People's Committees submit to the Provincial People's Councils for decision specific tuition fee rates, but not exceeding the ceiling rates prescribed.
Provincial People's Councils will annually determine specific tuition fees according to local conditions as stipulated in Article 9 of Decree 81/2021/ND-CP.
(2) Health insurance:
According to Article 7 of Decree 146/2018/ND-CP, the health insurance premium for students is 4.5% multiplied by the statutory pay rate, multiplied by the number of months corresponding to the validity period of the health insurance card (the current statutory pay rate is VND 2,340,000).
According to Article 8 of Decree 146/2018/ND-CP, students are entitled to a minimum 30% support on health insurance premiums.
The annual health insurance premium = 4.5% x 2,340,000 x 12 x up to 70%
Thus, the annual health insurance premium for students is at most VND 884,520.
(3) Uniforms, sportswear, badges:
According to Article 9 of Circular 26/2009/TT-BGDDT, the costs for making, buying, renting, or borrowing uniforms and graduation outfits are covered by the school's regular budget, student contributions, or other legal sources, and must be publicly disclosed.
The cost of uniforms, sportswear, and badges can be collected at the beginning of the school year. The rate will be based on each school's regulations.
(4) Other fees:
Other fees according to agreements between the school and parents in each locality, or as per the Resolution of the Provincial/City Council, will apply accordingly, including:
- Meals, daycare costs, facilities for daycare;
- Two-session-a-day classes;
- Class fund;
- Student drinking water;
- Additional instructional classes, etc.
How to determine the age of lower secondary students for the 2024-2025 school year?
According to Clause 1, Article 28 of Education Law 2019:
Levels of education and student age for general education
1. The levels of education and student age for general education are as follows:
a) Primary education is conducted over 5 years from grade one to grade five. The entrance age for grade one is 6 years old, calculated by year;
b) Lower secondary education is conducted over 4 years from grade six to grade nine. The entrance age for grade six is 11 years old, calculated by year;
c) Upper secondary education is conducted over 3 years from grade ten to grade twelve. The entrance age for grade ten is 15 years old, calculated by year.

Except for students who repeat grades or enter school earlier/later than the stipulated age, the age calculation table for secondary students for the 2024-2025 school year is as follows:
