Based on Article 32 of the Kindergarten Charter issued together with Circular 52/2020/TT-BGDDT regulating the age and health of kindergarten children in Vietnam:

Age and health of kindergarten children

1. Children from 03 months to 06 years of age are admitted to kindergarten.

2. Children with disabilities are admitted at an age older than the general regulation of 03 years.

Thus, according to the above regulation, children from 03 months to 06 years of age can attend kindergarten.

Is it mandatory for children attending kindergarten in Vietnam to purchase personal accident insurance?

Based on Article 8 of the Insurance Business Law 2022 regulating mandatory insurance as follows:

Mandatory insurance

1. Mandatory insurance is an insurance product aimed at protecting public interests, the environment, and social safety.

2. Mandatory insurance includes:

a) Compulsory motor vehicle civil liability insurance;

b) Compulsory fire and explosion insurance;

c) Compulsory insurance in construction activities;

d) Compulsory insurance prescribed by other laws satisfying the provisions of Clause 1 of this Article.

3. Organizations and individuals subject to mandatory insurance participation have the obligation to purchase mandatory insurance and may choose among insurers and branches of foreign non-life insurers licensed to implement it.

4. Licensed insurers and branches of foreign non-life insurers are not allowed to refuse to sell mandatory insurance when organizations and individuals meet the conditions for purchasing mandatory insurance as prescribed by law.

5. The Government of Vietnam specifies the conditions for insurance, insurance premiums, and minimum insurance amounts for mandatory insurance stipulated in Clause 2 of this Article.

Thus, according to the above regulations, children attending kindergarten are not required to purchase personal accident insurance as it is a voluntary type of insurance, not mandatory insurance.

How to ensure the safety of toys used in kindergartens in Vietnam?

Based on Article 11 of Circular 47/2020/TT-BGDDT regulating the process of selecting toys and teaching materials used in kindergartens as follows:

(1) Based on the requirements and principles of selecting toys and teaching materials; the plan for the academic year; the annual thematic implementation plan; and the actual activities of nurturing, caring for, and educating children, kindergartens proceed to review and classify the existing toys and teaching materials.

Based on the list of toys and teaching materials proposed by teachers and managers, the head of the kindergarten organizes the Council to select toys and teaching materials.

The list of toys and teaching materials proposed for selection must be signed by the professional team/group leader and representatives of teachers in the groups/classes.

(2) The Council organizes meetings, discussions, and evaluations of toys and teaching materials based on the proposed list.

The list of selected toys and teaching materials must receive approval from more than half of the Council members.

The Council summarizes the selection results of toys and teaching materials used in the kindergarten in a report signed by the Council members.

(3) The Council proposes to the head of the kindergarten the list of toys and teaching materials selected by the Council for use in the kindergarten.

(4) Based on the Council’s proposals, the head of the kindergarten approves the list of toys and teaching materials for use in the kindergarten; plans purchases, proposes to upper management; or makes the toys and teaching materials themselves.
