What are the responsibilities of an primary school principal in the 2024-2025 school year in vietnam?
According to Article 11 of the Charter of primary schools issued with Circular 28/2020/TT-BGDDT, the responsibilities of an primary school principal in the 2024-2025 school year are as follows:
*Firstly, regarding the position and role of the primary school principal in the school's educational work includes:
- The primary school principal is responsible for managing and operating the school's activities and educational quality.
- The person appointed as principal for public schools or recognized as principal for private schools must meet the criteria set forth in the Standard of Principals of General Education Institutions and must fulfill the following requirements: have the required educational qualifications for teachers as stipulated in the Education Law 2012 for elementary level; must have taught for at least 05 years (or 04 years for mountainous, island, highland, remote, ethnic minority, and especially economically difficult areas) at the elementary level.
- The term of office for an primary school principal is 05 years. After each school year, the principal is reviewed and evaluated by the school's public employees and workers and by the competent authorities as per regulations. A principal of a public primary school cannot serve more than two consecutive terms at the same school.
Additionally, the primary school principal has the following responsibilities at the start of the new 2024-2025 school year:
[1] Develop strategies and plans for school development; create plans and organize the implementation of teaching and educational plans; report and evaluate the results before the School Council and the competent authorities.
[2] Establish specialized departments, office departments, and reward and disciplinary councils; advisory councils within the school; appoint department heads and deputies; assign a teacher as the Head of the Ho Chi Minh Young Pioneer Organization Team. (This responsibility aligns with the initial establishment period of the school; thereafter, the principal will manage and maintain these departments in subsequent years).
[3] Manage staff, teachers, and employees according to legal regulations and the guidance of educational management agencies; develop a plan for professional development for teachers and staff; encourage and facilitate participation in educational innovation activities; evaluate and classify teachers and staff according to the Ministry of Education and Training's regulations; participate in recruitment, transfer, and arrangement of teachers; organize the nomination process for recommending the appointment of deputy principals to the competent authorities.
[4] Manage and admit students, allow transfers; make disciplinary decisions and commend students; approve student evaluations, list of promoted and retained students; organize the recognition of primary education program completion for students in the school and other subjects within the school's jurisdiction.
[5] Implement the elementary education program as stipulated by the Ministry of Education and Training; utilize approved textbooks and local educational content as decided by the provincial People's Committee. Manage the use and selection of reference materials within the school according to the Ministry's regulations.
[6] Participate in professional activities with specialized departments; engage in self-study and self-training to improve professional and managerial skills. Attend political, professional, and management training classes; teach as per the teaching period regulations for principals.
[7] Manage administrative work; exercise autonomy in using financial resources and school assets according to regulations.
[8] Implement grassroots democratic regulations; promote educational socialization, coordinate societal organizations, mobilize social forces to participate in educational activities, and enhance the school's role in the community.
[9] Build a safe, healthy, friendly school environment and prevent school violence according to legal regulations.
