Part 1: - Responsibility of setting an example for officials, Party members as prescribed in Regulation No. 08-QD/TW, dated October 25, 2018, of the Central Committee - Regulation No. 55-QD/TW, dated December 19, 2016, of the Politburo on immediate measures to enhance the responsibility of setting an example. Officials and Party members holding higher positions must lead by example. - Members of the Politburo, the Secretariat, and the Central Executive Committee must exemplify and lead. - Absolute loyalty to the Fatherland, the people, and the Communist Party of Vietnam. - Study and firmly grasp the fundamental principles and resolutely protect Marxism-Leninism, and Ho Chi Minh Thought. Have a steadfast ideological stance, correct viewpoints, and clear opinions on new, difficult, complex, and sensitive issues. - Proactively prevent and refute distorted, false, and hostile information and viewpoints. - Wholeheartedly serve the Fatherland and the people, for the interest of the people, the nation, and the revolutionary goals and ideals of the Communist Party. Do not engage in any corrupt practices. - Practice a scientific, democratic leadership style close to reality and effective; truly be a nucleus of solidarity, gathering, creating motivation, and promoting collective wisdom. Decisively and effectively direct the work of administrative reform and the application of scientific and technological achievements. - Be ready to receive and strive to complete any assigned tasks well. Be dedicated and devoted to your work. Actively resolve complex, urgent, and lingering issues; proactively, promptly handle emergency, sudden, and unexpected situations in the area or field under your responsibility. - Avoid corruption, bribery in any form; offering and receiving gifts for personal gain. Do not interfere beyond your authority, responsibility, or against regulations in inspection, auditing, investigation, prosecution, adjudication, and sentence enforcement. - Do not waste public funds, assets, means, human resources, and working time. Do not live, consume, or entertain extravagantly and wastefully. - Do not exploit businesses or let businesses exploit for personal gain. Do not leverage your position, authority, or reputation to use, borrow money, assets, or vehicles of organizations or individuals against regulations. - Do not allow your spouse, parents, children, or siblings to exploit your position, authority, or reputation for personal gain. Do not let your spouse, biological children, or adopted children live extravagantly, ostentatiously, wastefully, or fall into social vices or violate the law. Part 2: - Setting an example is one of the top tasks in the education sector's teaching program. - Setting an example means using your good actions and behavior to serve as a model for others to follow. - “To guide the people, one must be a model for others to emulate,” is a simple statement by Uncle Ho about the responsibility and duty of officials and Party members in educational work, to build a team of the most exemplary and advanced people, worthy of leading the revolution. - The higher the position, the greater the requirements and demands. Each official and Party member must speak and act correctly, live an ethical and healthy lifestyle, and have exemplary work habits so the masses will trust, love, and follow. - How can the people love and trust officials who “say one thing, do another,” call for others to live healthily and economically while living extravagantly and wastefully using state assets and public funds and tax money from the people, gambling, and excessive partying… - Those afflictions, if not promptly removed, will “reduce the leadership role of the Communist Party, harm the people's affection, and diminish the people's trust in the Communist Party, posing a direct threat to the survival of the Party and policies,” as stated in the Central Resolution 4 Term XII. - Especially in the educational environment, the role of setting an example must be practiced and promoted daily for students. - In addition, in teaching, I always select students who set good examples to highlight in each class session to foster a culture of mutual learning and emulation among students. With the motto “Every teacher is a model of self-study and creativity” as a foundation for students to follow. |

What are regulations on evaluation and classification of regular training results for upper secondary school teachers in Vietnam?
Based on Clauses 1, 2, and 3 of Article 11 of the Regular Training Regulation for Teachers, Administrative Staff of Preschools, General Education Institutions, and Teachers of Continuing Education Centers issued along with Circular 19/2019/TT-BGDDT (amended by Clause 6, Article 1 of Circular 17/2022/TT-BGDDT), the evaluation and classification of regular training results for upper secondary school teachers are conducted as follows:
[1] Evaluate the application of regular training knowledge to teaching practice and student education; practical management of general education institutions and continuing education centers.
Evaluation should combine regular and periodic assessments using various suitable methods and forms through tests, research assignments, and reports to ensure the objectives, requirements, and content of the Regular Training Program, appropriate to reality and the regulations in this Regulation.
Tests, research assignments, and reports are graded on a 10-point scale and classified as meeting the requirements if they score 5 or higher.
Classification of regular training results:
[2] Completion of regular training plan: Teachers are classified as having completed the regular training plan when they fully comply with the provisions of the training courses during the school year; fully complete the tests, research assignments, and reports with satisfactory results according to the regulations, if they score 5 or higher.
[3] Failure to complete the regular training plan: Teachers who do not meet the specific requirements as stated above.
Evaluation results and classification of regular training are recorded in the records and serve as a basis for the implementation of policies, career development training, and the use of teachers and administrative staff.
Which educational institutions will implement regular training for teachers in Vietnam?
Based on Article 10 of the Regular Training Regulation for Teachers, Administrative Staff of Preschools, General Education Institutions, and Teachers of Continuing Education Centers issued by the Minister of Education and Training along with Circular 19/2019/TT-BGDDT, the educational institutions that will implement regular training are specified as follows:
Educational institutions implementing regular training duties
1. Educational institutions implementing regular training duties include:
a) Teacher training institutions: Pedagogical schools, educational institutions with pedagogical faculties, educational institutions authorized to train and foster educators;
b) Training institutions for managers: Pedagogical schools, universities with educational management faculties, educational institutions authorized to train and foster educational managers.
2. Educational institutions implementing regular training duties must meet the following requirements:
a) The educational institution identified in Clause 1 of this Article;
b) Ensure the capacity to develop regular training materials as specified in Article 7 of this Regulation;
c) Ensure a team of lecturers meet standards as prescribed in Article 9 of this Regulation;
d) Have infrastructure, equipment, and technical facilities, and practical conditions to support the training, including an integrated information system to periodically collect and process data on lecturers, teachers, and managers; a responsive system for recording and handling feedback from relevant parties regarding training improvements to enhance the quality of training for teachers and managers; hardware and software technology is maintained regularly and always ready for use by lecturers, teachers, and managers efficiently;
3. Educational institutions implement regular training duties through assignment or contracting.
Thus, according to the regulations, the following educational institutions will implement regular training for teachers:
- Teacher training institutions: Pedagogical schools, educational institutions with pedagogical faculties, educational institutions authorized to train and foster educators;
- Training institutions for managers: Pedagogical schools, universities with educational management faculties, educational institutions authorized to train and foster educational managers.
However, these educational institutions must meet the required conditions specified to execute regular training duties, specifically in Clause 2, Article 10 of this Regulation.
