According to Article 5 of Decree 35/2024/ND-CP:
Time for consideration, announcement of title, and award ceremony
1. The “People’s Teacher” and “Teacher of Merit” titles are considered and announced every three years on the occasion of Vietnam Teachers’ Day, November 20.
2. Ministries, cetral authorities, local authorities, and national parent universities organize the awarding ceremony for the “People’s Teacher” and “Teacher of Merit” titles under their jurisdiction after being conferred by the President.
Thus, the consideration for awarding the "People's Teacher" title shall be held on November 20 in Vietnam. However, the title is only considered every three years. Therefore, not every year, the consideration for awarding the "People's Teacher" title shall not be annually held on November 20.
What does the application for consideration for awarding the "People's Teacher" title in Vietnam include?
According to Article 13 of Decree 35/2024/ND-CP, the application for consideration for awarding the "People's Teacher" title in Vietnam includes:
[1] For individuals
- A statement of achievements for the nomination for the title of People's Teacher or Teacher of Merit.
- Copies of evidence corresponding to the standards for nomination as follows:
+ Certificates or decisions from competent authorities for innovations, patents, utility solutions, or copyrights;
+ Decision establishing the acceptance council;
+ Record of acceptance of scientific and technological tasks;
+ Cover pages of textbooks monographs with the author's name and publisher, foreword by the publisher (if any), decision establishing the evaluation council, decision approving the school's introduction of textbooks, monographs for use in training centers;
+ Decision on assignment and cover of teaching materials, lecture notes, training materials, training programs, teaching modules, thematic reports, proposals, programs, and projects certified by competent authorities;
+ List of scientific articles published in domestic or international specialized journals and proceedings of national or international conferences with peer review, cover of the journal, conference proceedings with the author’s name;
+ Decisions guiding doctoral candidates, graduate students, level 2 specialist doctors, resident doctors;
+ Decision to recognize the granting of a doctoral, master's, level 2 specialist doctor, or resident doctor degree;
+ Decision on participation in preparing participants for national or international competitions from competent authorities;
+ Decision on participation in drafting programs, textbooks, constructing subject programs, local educational materials;
+ Decision on participation in drafting legal normative documents;
+ Issued legal normative documents;
+ Certificates for exhibited, performed, staged, and broadcast works;
+ Award certificates;
+ Recognition or decision for relevant emulation titles, forms of commendation;
+ Diplomatic notes or teaching invitation contracts from foreign educational institutions clearly stating the term as an expert and the decision to send as an education expert abroad by the Ministry of Education and Training of Vietnam.

- statement of achievements for nomination for the title of People's Teacher, Teacher of Merit.
- Decision recognizing or appointing the title of professor.
- Copies of evidence corresponding to the standards for nomination as follows:
+ Certificates or decisions from competent authorities for innovations, patents, utility solutions, or copyrights;
+ Decision on assignment and cover of teaching materials, lecture notes, training materials, training programs, teaching modules, thematic reports, proposals, programs, projects certified by competent authorities;
+ List of scientific articles published in domestic or international specialized journals and proceedings of national or international conferences with peer review, cover of the journal, conference proceedings with the author’s name;
+ Decisions guiding doctoral candidates, graduate students, level 2 specialist doctors, resident doctors;
+ Decision to recognize the granting of a doctoral, master's, level 2 specialist doctor, or resident doctor degree;
