Sample exam papers for the National High School Graduation Examination from 2025 in Vietnam

On October 18, 2024, the Ministry of Education and Training of Vietnam announced 18 sample exams for the National High School Graduation Exam starting from 2025.

According to the regulations in the Plan for Organizing the Examination and Recognition of High School Graduation from 2025 issued along with Decision 4068/QD-BGDDT 2023, the regulation on subjects for the high school graduation exam is as follows:

Candidates are required to take the compulsory subjects of Literature and Mathematics, along with two elective subjects from the remaining subjects taught in grade 12 (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Informatics, Technology).

What are regulations on the decentralization and delegation of authority for organizing the High School Graduation Examination from the year 2025 in Vietnam?

Based on the Plan for Organizing the Examination and Recognition of High School Graduation from 2025 issued along with Decision 4068/QD-BGDDT 2023 on the decentralization, delegation for organizing the high school graduation exam from 2025:

- Ministry of Education and Training: (1) Overall direction, issuance of directives, guidelines, plans for organizing the Exam; (2) Actively cooperate with ministries, central authorities, and local authorities in organizing the Exam; (3) Enhance the application of information technology to serve the organization of the Exam; (4) Coordinate with the Ministry of Public Security, localities to effectively prevent high-tech cheating in the Exam; (5) Guide, organize inspection, monitoring of the Exam.

- People's Committees of provinces and central-affiliated cities: (1) Direct the organization of the Exam and take comprehensive responsibility for the Exam in their localities; (2) Proactively plan and prepare sufficient human resources, materials, and other necessary conditions for organizing the Exam; (3) Organize inspection, monitoring of the Exam organization and the recognition of high school graduation in localities according to the common Exam schedule and guidelines of the Ministry of Education and Training.

What are the objectives of the examination? Who are the candidates for the High School Graduation Exam from 2025 in Vietnam?

According to the Plan for Organizing the Examination and Recognition of High School Graduation from 2025 issued along with Decision 4068/QD-BGDDT 2023:

Objectives of Organizing the High School Graduation Exam:

To accurately assess learners' academic results according to the objectives and standards required by the 2018 General Education Program; use the exam results to consider recognizing high school graduation and serve as one of the bases for evaluating the quality of teaching and learning in general educational institutions and the direction work of educational management agencies; provide reliable data for higher education and vocational education institutions for student admissions autonomously.

Candidates for the High School Graduation Exam:

Learners who have completed the high school education program, the continuous education program at the high school level in the year of the exam organization or who have completed the high school education program, the continuous education program at the high school level but have not yet taken the high school graduation exam or have taken but not yet graduated high school and wish to retake the exam for graduation recognition. Learners who already have a High School Graduation Diploma or a Secondary Level Diploma and wish to take the exam to obtain results for university and vocational education admissions.

What is the roadmap for the High School Graduation Exam from 2025 in Vietnam?

The implementation roadmap for the high school graduation exam plan from 2025 is regulated in the Plan for Organizing the Examination and Recognition of High School Graduation from 2025 issued along with Decision 4068/QD-BGDDT 2023 as follows:

- The exam plan is implemented starting from 2025.

- Period 2025 - 2030: Maintain the stability of the paper-based exam method.

- Period after 2030: Gradually pilot computer-based tests for objective subjects in localities that have sufficient conditions (possibly combining paper-based and computer-based tests). When all localities nationwide have sufficient conditions, the high school graduation exam for objective subjects will be transitioned to computer-based testing.

- Continue researching the roadmap and criteria to develop a common exam library/question bank when conditions allow for decentralization to localities and educational institutions to organize high school graduation quality assessments, replacing the national exam method at the same time as currently. During the implementation process, adjustments may be made to ensure suitability with the economic and social context of the country.
