Guidance on organizing the opening ceremony of the 2024-2025 school year from the Ministry of Education and Training of Vietnam

The Ministry of Education and Training issued Official Dispatch 4327/BGDDT-GDTH in 2024 to enhance the direction for implementing several preparations for the 2024-2025 school year.

The Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to strengthen the direction of the Departments of Education and Training to guide educational institutions in effectively organizing several early school year activities for welcoming new students and organizing the Opening Ceremony for the new school year as follows:

- Guiding educational institutions to organize activities for welcoming new students, especially first graders; organizing for students to learn about the school's traditions and activities;

Disseminating the school's rules and regulations; introducing educational activities, education programs, study and exercise methods in the school and class.

- Directing educational institutions to strictly comply with the school start time regulations and organizing the Opening Ceremony of the 2024-2025 school year consistently nationwide on the morning of September 5, 2024.

Organizing the opening ceremony in a concise manner, suitable to the reality and conditions of the locality and the school, consisting of two parts:

(1) The ceremony part is held briefly but solemnly with rituals: flag salute, singing the national anthem (without using a prerecorded song), reading the President's letter, etc.;

(2) The festival part organizes absolutely safe, healthy group activities, creating a joyous atmosphere for the new school year.

Additionally, the Ministry of Education and Training also requests the People's Committees of provinces and centrally-run cities to strengthen the direction for implementing several early school year activities of the 2024-2025 school year as follows:

- Ensuring clean, beautiful, and safe school, classroom, and campus environments, with slogans welcoming the new school year and demonstrating determination to achieve the new school year's mission successfully; fully preparing in all aspects for the Opening Ceremony to be genuinely a Day of All People Bringing Children to School, a celebration for teachers and students, while also attracting the attention and support of the public and society.

- On organizing early year activities:

Directing educational institutions to stabilize and maintain study routines right after the Opening Ceremony; guiding the organization of early year activities suitable to the students' age, the school's conditions, and relevant to the local situation; focusing on building school culture, ensuring school security and safety from the very start of the school year;

Cooperating well with parents to create consensus, sharing, and supporting the education sector to fulfill the school year's mission.

How many periods are teachers in Vietnam expected to teach in the 2024-2025 school year?

According to Article 6 of the working policy for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the teaching quota policy is regulated as follows:

Teaching Quota

The teaching quota is the number of theoretical or practical periods each teacher must teach in a week. Specifically:

  1. The teaching quota for primary school teachers is 23 periods, secondary school teachers 19 periods, and high school teachers 17 periods;
  1. The teaching quota for teachers at boarding schools for ethnic minorities is 17 periods at the secondary school level, 15 periods at the high school level;

The teaching quota for teachers at semi-boarding schools for ethnic minorities is 21 periods at the primary level, 17 periods at the secondary school level;

The teaching quota for teachers in schools or classes for disabled and handicapped individuals is 21 periods at the primary level and 17 periods at the secondary school level.

2a. The teaching quota for pre-university teachers is 12 periods

  1. Teachers in charge of the Youth Union in first-class schools teach 2 periods a week; in second-class schools, they teach 1/3 of the teaching quota; in third-class schools, they teach 1/2 of the teaching quota of teachers in the same educational level. The classification of general education schools follows current regulations.

Thus, the teaching quota for each teacher in the new school year 2024-2025 is specifically as follows weekly:

- The teaching quota for primary school teachers is 23 periods/week.

- Lower secondary school teachers 19 periods/week.

- Upper secondary school teachers 17 periods/week.
