What is the teaching workload allocation for teachers in the academic year 2024-2025 in Vietnam?
According to Article 6 of Circular 28/2009/TT-BGDDT (supplemented by Clause 5 Article 1 of Circular 15/2017/TT-BGDDT), the teaching workload allocation for teachers in the academic year 2024-2025 is the number of theoretical or practical hours each teacher is required to teach in a week. To be specific:
- The teaching hour norm for primary school teachers is 23 hours, for lower secondary school teachers is 19 hours, and for upper secondary school teachers is 17 hours;
- The teaching hour norm for teachers of ethnic boarding schools is 17 hours at the lower secondary school level and 15 hours at the upper secondary school level;
- The teaching hour norm for teachers of semi-boarding ethnic schools is 21 hours at the primary school level and 17 hours at the lower secondary school level;
- The teaching hour norm for teachers of schools and classes for disabled and handicapped individuals is 21 hours for primary school teachers and 17 hours for lower secondary school teachers;
- The teaching hour norm for university preparatory school teachers is 12 hours;
- Teachers serving as General Team Leaders of the Ho Chi Minh Young Pioneer Organization at first-rank schools teach 2 hours a week, at second-rank schools teach 1/3 of the teaching hour norm, and at third-rank schools teach 1/2 of the teaching hour norm for teachers of the same educational level. The classification of general schools is in accordance with current regulations.

The rules for reducing the teaching hour norm for teachers holding various other positions in the academic year 2024-2025 include the following:
(1) Rules for reducing the teaching hour norm for teachers holding additional professional responsibilities
Based on Article 8 of the Regulations on working policies for general teachers issued with Circular 28/2009/TT-BGDDT supplemented by Clause 8 Article 1 of Circular 15/2017/TT-BGDDT:
- Homeroom teachers at the primary school level are reduced by 3 hours per week, at the lower secondary school and upper secondary school levels by 4 hours per week.
- Homeroom teachers of ethnic boarding schools at both secondary and upper secondary school levels are reduced by 4 hours per week. Homeroom teachers of specialized schools and semi-boarding schools are reduced by 4 hours per week. Homeroom teachers of schools and classes for disabled and handicapped individuals are reduced by 3 hours per week.
- Homeroom teachers at university preparatory schools are reduced by 3 hours per week.
- Teachers in charge of subject classrooms are reduced by 3 hours per subject per week.
- Teachers in charge of school-wide art, physical education, school gardens, workshops, equipment rooms, and libraries (if these tasks are not yet handled by dedicated staff) are reduced by 2-3 hours per week depending on the workload, as decided by the principal.
- Subject group leaders are reduced by 3 hours per week.
- Deputy subject group leaders are reduced by 1 hour per week.
- Teachers also serving as heads of functional rooms in university preparatory schools are reduced by 3 hours per week.
- Teachers serving as deputy heads of functional rooms in university preparatory schools are reduced by 1 hour per week.
(2) Rules for reducing the teaching hour norm for teachers holding Communist Party, trade union, and other school organization responsibilities
Based on Article 9 of the Regulations on working policies for general teachers issued with Circular 28/2009/TT-BGDDT revised by Clause 9 Article 1 of Circular 15/2017/TT-BGDDT:
- Teachers who are party committee secretaries or branch secretaries (where there is no party committee) at first-rank schools are reduced by 4 hours per week, at other rank schools are reduced by 3 hours per week.
- Teachers holding trade union responsibilities shall have their teaching hour norm reduced according to the rules stipulated in Article 3 of Circular 08/2016/TT-BGDDT, specifically:
+ Teachers serving as non-dedicated presidents or vice presidents of the grassroots trade union receive a reduction of 3 teaching hours per week (equivalent to 105 teaching hours per academic year);
+ Teachers serving as committee members, trade union group leaders, or deputy trade union group leaders who are not dedicated receive a reduction of 1 teaching hour per week (equivalent to 35 teaching hours per academic year);
- Teachers serving as school-level youth union secretaries or deputy secretaries are entitled to policies as prescribed in Decision 13/2013/QD-TTg.
- Teachers serving as school council presidents or secretaries are reduced by 2 hours per week.
- Teachers serving as heads of the school’s internal inspection board are reduced by 2 hours per week.
