Based on the Appendix issued with Decree 84/2020/ND-CP, the application form for policy scholarships for students is Form No. 02 as prescribed below:

What are the benefits and principles of policy scholarships for students in Vietnam?
Based on Article 9 of Decree 84/2020/ND-CP:
- Subjects: Students who follow policy assignments; students of pre-university schools, boarding ethnic minority schools; trainees of vocational education institutions for war invalids and disabled individuals.
- Benefits:
+ For students studying according to policy assignments, students of pre-university schools, boarding ethnic minority schools; trainees of vocational education institutions for war invalids and disabled individuals: The scholarship is 80% of the statutory pay rate/month.
+ For trainees who are war invalids from poor households studying in vocational education institutions for war invalids and disabled individuals: The scholarship is 100% of the statutory pay rate/month.
- Principles:
+ Students are only entitled to policy scholarships once during their entire study period;
+ In cases where students, trainees are eligible for multiple policies at the same time, they will receive the highest policy or, if studying multiple majors or in multiple educational institutions, they will only receive the policy at one major at one institution;
+ Students, trainees eligible for policies under this Article, but also eligible for preferential allowances, social benefits, and study encouragement scholarships, are still entitled to these benefits as prescribed;
+ Students who are disciplined with expulsion or suspended from studying will not receive the stipulated policies from the effective date of disciplinary decision or during the suspension period;
+ Policy scholarships are provided for 12 months/year, and the duration of scholarship eligibility does not exceed the maximum academic years or semesters required to complete the training program for their field of study as prescribed. For the final academic year, they will receive scholarships based on the actual months studied.
For students of boarding ethnic minority schools, pre-university schools who are held back, the first year of repeating the grade still receives the policy scholarship as prescribed.
+ For training programs in modular or credit accumulation formats, policy scholarships are granted based on the converted training period but not exceeding the training duration of the equivalent structured training program, calculated using the following formula:
+ Policy scholarships are not applicable to students studying for a second degree, on-site training, distance learning, linked training, and part-time study.
Thus, students following policy assignments will receive a scholarship equal to 80% of the statutory pay rate/month; And the principles of receipt must comply with the regulations mentioned above.

What are procedures for policy scholarship application in Vietnam?
Based on Clause 4 and Clause 5 Article 9 of Decree 84/2020/ND-CP, the procedures for policy scholarship application in Vietnam are as follows:
* Policy benefit documentation:
- For students following policy assignments: A commitment form from the student, confirmed by the school of attendance (Form No. 01 Download);
- For students of pre-university schools, boarding ethnic minority schools: Certified copy or authenticated copy of the birth certificate; admission notice;
- For trainees of vocational education institutions for war invalids, disabled individuals:
Application form (Form No. 02 Download and Form No. 03 Download);
Certified copy or authenticated copy of the birth certificate;
Certified copy or authenticated copy of the disability certificate issued by the commune-level People's Committee for disabled trainees;
In the absence of a disability certificate, a certified copy or authenticated copy of the decision from the district-level People's Committee regarding social assistance for the disabled can be submitted;
Certified copy or authenticated copy of the war invalid card for trainees who are war invalids.
* Evaluation and scholarship awarding process:
- For students following policy assignments:
+ Within 15 days from the enrollment date, students submit their documentation directly or via postal service or online to the Department of Home Affairs where their permanent household registration is, for university and pedagogical college students, or to the Department of Labor - War Invalids and Social Affairs for other college students. Each student submits one set of documents one time to request a scholarship for their entire study period.
+ The Department of Home Affairs, the Department of Labor - War Invalids and Social Affairs receive, review the documents, list, budget forecast (Form No. 04 Download), and disburse policy scholarships to students as regulated. If documents are not compliant, the respective department must notify the student within 07 working days from the receipt date.
+ Students receive their policy scholarships directly at the Department of Home Affairs, the Department of Labor - War Invalids and Social Affairs or through their bank account periodically.
- For students of pre-university schools, boarding ethnic minority schools:
+ Within 15 days from the enrollment date, students submit their documents to the school for evaluation and scholarship awarding. Each student submits one set of documents one time for the entire study period.
+ The educational institution receives, reviews the documents, lists, budget forecast (Form No. 04 Download) and sends it to the direct managing agency. For non-compliant documents, the institution notifies the student within 05 working days from the receipt date.
+ Students receive their policy scholarships at their educational institution periodically as regulated.
- For trainees of vocational education institutions for war invalids, disabled individuals:
+ Within 15 days from the enrollment date, the vocational education institution informs the trainees about policy scholarships, submission deadlines, and guides them in submitting documents. Trainees submit one set of documents one time for their entire study period.
+ For public vocational education institutions: The institution's principal reviews, summarizes, lists, and budgets the training support expenses for students (Form No. 04 Download) and submits it to the direct managing agency for approval, summarization, and submission to the finance agency for final approval. Non-compliant documents will be notified to the student within 05 working days from the receipt date.
+ For private vocational education institutions: Trainees submit the application form (Form No. 03 Download) to the educational institution for confirmation within 10 working days from the receipt date and guidance for trainees to submit documents to the Department of Labor - War Invalids and Social Affairs where the trainees have their permanent household registration.
The Department of Labor - War Invalids and Social Affairs reviews, approves the list of beneficiaries and builds the budget for implementation, and submits it to the finance agency for approval. Non-compliant documents will be notified to the trainees within 07 working days from the receipt date.
+ Trainees who do not submit complete documents as regulated will only receive their policy scholarships from the date they submit complete documents and are not entitled to backdated scholarships for the period prior to complete document submission.
