What is the salary coefficient for primary school teachers in 2024?

Pursuant to Article 8 of Circular 02/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulating the salary ranking for primary school teachers as follows:

Salary ranking method

1. Public employees appointed to the professional titles of primary school teachers specified in this Circular shall apply the corresponding salary scales issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on compensation policies for officials and public employees and the armed forces. Specifically:

a) Primary school teacher class III, code V.07.03.29, shall apply the salary coefficient of public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98;

b) Primary school teacher class II, code V.07.03.28, shall apply the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

c) Primary school teacher class I, code V.07.03.27, shall apply the salary coefficient of public employees type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

2. The salary ranking upon appointment to professional titles is carried out according to the guidance in clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, guiding salary ranking upon upgrading, changing grades, and changing types for officials and public employees in accordance with current legal regulations. When implementing new salary policies, the new salary ranking is performed in accordance with the stipulations of the Government of Vietnam.

The salary coefficient of primary school teachers is determined as follows:

- Primary school teacher class I: from salary coefficient 4.40 to salary coefficient 6.78;

- Primary school teacher class II: from salary coefficient 4.00 to salary coefficient 6.38;

- Primary school teacher class III: from salary coefficient 2.34 to salary coefficient 4.98.

The Government of Vietnam has just issued Decree 73/2024/ND-CP stipulating the statutory pay rate and compensation policies.

Pursuant to Article 3 of Decree 73/2024/ND-CP, which stipulates the statutory pay rate from July 1, 2024, the statutory pay rate is 2,340,000 VND/month. Therefore, the salary of primary school teachers who are public employees will also increase.

The formula for calculating the salary of primary school teachers according to the statutory pay rate is as follows:

Salary = Statutory pay rate x Salary coefficient

Accordingly, from July 1, 2024, the salary of primary school teachers will be as follows:

Accordingly, from July 1, 2024, the salary applied to primary school teachers who are public employees will range from 5,475,600 VND/month to 15,865,200 VND/month.

Note: The above salaries do not include other allowances and supplementary amounts as stipulated.

How will the salary of non-public employee primary school teachers change in 2024?

Pursuant to Article 90 of the Labor Code 2019 of Vietnam stipulating as follows:

Salaries

1. A salary is an amount the employer pays the employee under an agreement for a work performed by the latter. Salary equals (=) base salary plus (+) allowances and other additional amounts.

2. The base salary must not fall below the statutory minimum wages.

3. Employers shall pay salaries fairly without discrimination against genders of employees who perform equal works.

The salary of primary school teachers will be determined based on the agreement between the teacher and the school. This agreement must comply with the minimum wage.

According to the provisions of Article 91 of the Labor Code 2019 on minimum wage as follows:

Statutory minimum wages

1. Statutory minimum wages are minimum wages of workers who do the simplest jobs in normal working conditions that are sufficient to support themselves and their families, and appropriate for socio-economic development.

2. Statutory minimum wages per month or per hour vary according to regions.

3. Statutory minimum wages shall be adjusted according to minimum living standards of workers and their families; the relation between statutory minimum wages and usual salaries; consumer price index, economy growth rate; labor supply and demand, productivity and financial capacity of enterprises.

4. The Government shall elaborate this Article; decide and announce the statutory minimum wages on the basis of proposals of National Salary Council.

Specifically, clause 1 of Article 3 of Decree 74/2024/ND-CP stipulates the minimum monthly wage and minimum hourly wage for employees working for employers by region as follows:
