What are the viewpoints on breakthroughs in national technology innovation and digital transformation development in Vietnam under Resolution 57?
On December 22, 2025, the Politburo issued Resolution 57-NQ/TW of 2024 on breakthroughs in national science, technology development, innovation, and digital transformation.
According to Section 1 of Resolution 57-NQ/TW of 2024, the Politburo ò Vietnam has directed viewpoints on breakthroughs in the development of national science, technology, innovation, and digital transformation as follows:
(1) Developing national science, technology, innovation, and digital transformation is a significant breakthrough, a principal driving force for the rapid development of modern production forces, improvement of production relations, innovation in national governance methods, socio-economic development, prevention of stagnation risks, and achieving a prosperous and powerful nation in the new era.
(2) Strengthen the comprehensive leadership of the Communist Party, harness the combined strength of the entire political system and the active participation of entrepreneurs, enterprises, and the people in the development of national science, technology, innovation, and digital transformation. This is seen as a profound, comprehensive revolution across all fields; decisively, persistently, synchronously, and consistently implemented with revolutionary breakthroughs. Citizens and businesses are the center, the subject, the main resource, and motivation; scientists play a pivotal role; the State leads, promotes, and creates the most favorable conditions for the development of national science, technology, innovation, and digital transformation.
(3) Institutions, human resources, infrastructure, data, and strategic technology are core, essential elements, with institutions being a prerequisite that must be improved and advanced. Innovation in legislative thinking ensures management requirements and encourages innovation, eliminating the mentality of "if it's unmanageable, ban it." Focus on ensuring high-level human resources for the development of national science, technology, innovation, and digital transformation; implement special mechanisms and policies for talented individuals.
Develop infrastructure, especially digital and technological infrastructure, based on the principle of "modern, synchronized, secure, safe, efficient, and waste-free"; enrich and maximize the potential of data, turning data into a primary production resource, rapidly developing large databases, data industries, and data economy.
(4) Rapid and sustainable development, gradually achieving technological autonomy, especially in strategic technologies; prioritize national resources for investment in the development of science, technology, innovation, and digital transformation.
Maximize Vietnam's potential and intelligence with the rapid acquisition, absorption, mastery, and application of advanced global scientific and technological achievements; promote applied research, emphasize basic research, move towards technological independence and competitiveness in some fields where Vietnam has needs, potential, and advantages.
(5) Ensure national sovereignty in cyberspace; ensure cybersecurity, data security, and information safety for organizations and individuals as a consistent, inseparable requirement in the process of developing national science, technology, innovation, and digital transformation.

What are the tasks and solutions for breakthroughs in national technology innovation and digital transformation in Vietnam according to Resolution 57?
According to Section 3 of Resolution 57-NQ/TW of 2024, the following tasks and solutions are outlined:
(1) Raise awareness, initiate breakthroughs in innovative thinking, determine strong political determination, decisively lead and direct, create new momentum and new energy throughout society for the development of national science, technology, innovation, and digital transformation.
(2) Urgently and decisively complete the institutions; remove all thoughts, concepts, and barriers hindering development; make institutions a competitive advantage in the development of science, technology, innovation, and digital transformation.
(3) Increase investment, complete infrastructure for national science, technology, innovation, and digital transformation.
(4) Develop and give preference to high-quality human resources and talents to meet the demands of developing national science, technology, innovation, and digital transformation.
(5) Strongly promote digital transformation, the application of science, technology, and innovation in government agency activities within the political system; enhance the effectiveness of national governance, the effectiveness of state management in various fields, and assure national defense and security.
(6) Vigorous promotion of scientific, technological, and innovation activities and digital transformation within enterprises.
(7) Strengthen international cooperation in the development of science, technology, innovation, and digital transformation.
What are the objectives of digital transformation in teaching, learning, and assessment in Vietnam?
According to Subsection 1 of Section 2 of Official Dispatch 4324/BGDDT-CNTT of 2024, the regulation on digital transformation in teaching and assessment is as follows:
Effectively implement Circular 09/2021/TT-BGDDT dated March 30, 2021, from the Minister of Education and Training on the management and organization of online teaching in general education and continuous education institutions, noting the implementation of several contents as follows:
- Maintain and maximize the benefits of Learning Management Systems (LMS) in online teaching activities, making it an essential daily educational activity for each educator and learner.
- Organize the development of digital learning materials, contributing to and effectively utilizing the shared learning materials repository of the Ministry in teaching and assessment.
- Promote regular online assessments; conduct periodic assessments on computers for places with the need and conditions for implementation.
- Regularly organize training to enhance digital skills for educators; prioritize training on content related to practical work, such as the application of teaching software, development of digital learning materials, e-learning lectures, online teaching organization skills, and application of artificial intelligence in teaching and learning.
- Review, and invest in new resources, supplement computers to meet the teaching requirements of Informatics; purchase equipment for constructing digital learning materials and online teaching.
- Continue to implement the electronic library system effectively (including library management software and digitized databases of books and teaching resources), connect interoperably with digital learning repositories, and share digital resources among educational institutions, educational management staff, and teachers.
- Deploy solutions to ensure a safe digital education environment in schools.
