Under Clause 4, Article 16 of Decree 93/2020/ND-CP, librarians at universities must meet the following requirements:

- Having professional information - library qualification according to the standards of their work positions as prescribed by law;

- Having at least 70% of librarians who have already held at least associate degrees in information - library or other majors provided that they manage to obtain certificates of completion of information – library professional training courses issued by competent authorities or organizations;

- Having the capability of applying information technology to library operations or services, having the competence in supporting learners and teachers to search, exploit and use information resources inside and outside of a library.

What are the activities serving library users at universities in Vietnam?

According to Clause 1, Article 7 of Circular 14/2023/TT-BGDDT, activities serving library users at universities in Vietnam include:

- Guiding library users to comply with library rules, read signage and symbols; look up, search, and choose information resources;

- Enabling library users to study, research in reading spaces; advising library users to look up, search, and choose information resources; provide information resource lending services;

- Exhibiting and displaying information resources, services of libraries;

- Providing meal, refreshment, recreational, document printing, photocopying, duplicating services among other services depending on conditions of each university library;

- Conducting other activities depending on demand of library users.

What are the technical requirements for libraries at universities in Vietnam?

Clause 10, Article 5 of Circular 14/2023/TT-BGDDT stipulates the technical requirements for libraries at universities in Vietnam as follows:

- Floor and base of university libraries must conform to applicable construction standards; floor and base of reading rooms must utilize carpets or other flooring materials that are easy to clean, seamless, and resistant to mold and moisture;

- Doors and windows of university libraries must conform to applicable construction standards; ensure natural lighting and ventilation; ensure convenience and safety in use; and be easy to use and clean;

- Lighting system of university libraries consists of natural lighting, artificial lighting, and combined lighting. Lighting system must conform to applicable lighting standards;

- Ventilation system of university libraries shall combine natural and artificial ventilation to ensure clean air. Air-conditioning system shall ensure appropriate temperature and humidity for each type of information resources;

- Fire prevention and firefighting system of university libraries must satisfy fire safety requirements of buildings and constructions as per the law.

What are the standards regarding the quantity of information resources for libraries at universities in Vietnam?

The standards regarding the quantity of information resources in Vietnam are specified in Clause 2, Article 4 of Circular 14/2023/TT-BGDDT as follows:

1) Number of coursebook titles: Have sufficient coursebooks required by training programs for use by lecturers and learners in teaching, studying, and scientific research;

2) Number of copies per coursebook title: At least 50 copies/1.000 learners;

3) Number of copies per reference document title: At least 20 copies/1.000 learners;

4) Digital information resources

- Coursebooks and reference documents must conform to regulations on intellectual property and be digitalized according to agreement of higher education institutions with authors. In regard to digitalized coursebooks and reference documents, a minimum number of copies equal to 50% of the number of copies under Point b and Point c Clause 2 of this Article is required.

- 100% of internal documents shall be digitalized;

- Have the right to access domestic and international database on scientific books and journals appropriate to level and scale of training majors.
