Under Article 6 of Circular 33/2021/TT-BYT, regulations on food safety assurance are stipulated as follows:

Food safety assurance

1. For education institutions that organize boarding and/or semi-boarding catering kitchens.

a) Catering kitchens, cafeterias, and canteens in education institutions must comply with Clause 2 Article 2 of Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government on amendment to regulations relating to conditions for business investment under management of Ministry of Health;

b) Individuals working at catering kitchens and cafeterias must meet health requirements specified under Clause 2 Article 2 of Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government on amendment to regulations relating to conditions for business investment under management of Ministry of Health.

According to Article 5 of Decree 67/2016/ND-CP amended by Clause 2, Article 2 of Decree 155/2018/ND-CP:

Food and beverage establishments

1. Comply with the regulations in Articles 28, 29 and 30 of the Law on Food Safety and the following specific requirements:

a. Carry out three-step food checking and store food sample according to the guidelines of the Ministry of Health.

b. Equipment and vehicle used for food transport and preservation must ensure hygiene and must not contaminate such food.

2. The persons directly processing food must be trained in food safety, and confirmed by the establishment owner that they does not contract any of the following diseases during food manufacturing and trading process: cholera, dysentery, typhoid, hepatitis A and E, skin infection, tuberculosis and acute diarrhea.

Therefore, individuals working in cafeterias of universities must meet the following eligibility requirements:

- be trained in food safety, and confirmed by the establishment owner.

- do not contract any of the following diseases during food manufacturing and trading process: cholera, dysentery, typhoid, hepatitis A and E, skin infection, tuberculosis and acute diarrhea.

Under Clause 1, Article 4 of Circular 33/2021/TT-BYT regulating health communication and education:

1. Details of health communication and education including: Measures for preventing accidents and injuries; improving physical activities, proper nutrition, healthy lifestyles; school-age illnesses; preventing and controlling epidemic, infectious diseases, HIV/AIDS, sexually transmitted diseases; non-infectious diseases; preventing and controlling tobacco, alcohol, narcotic substance, addictive drug harm, and other medical details.

Thus, health communication and education in a university include:

- Measures for preventing accidents and injuries;

- Measures for improving physical activities, proper nutrition, healthy lifestyles; school-age illnesses;

- Measures for preventing and controlling epidemic, infectious diseases, HIV/AIDS, sexually transmitted diseases; non-infectious diseases;

- Measures for preventing and controlling tobacco, alcohol, narcotic substance, addictive drug harm, and other medical details

Moreover, according to Clause 2, Article 4 of Circular 33/2021/TT-BYT, health communication and education are implemented through seven forms as follows:

- Via media such as: Public address systems, panels, posters, motivational posters, film screening;

- Group communication for learners on the basis of classification suitable for each type and scale of training;

- Personal communication with learners;

- Communication in events such as: Competitions regarding health education; performance shows, cultural, sports activities, and integration of health education with other events held by education institutions;

- Integration in lectures and extracurricular activities of education institutions;

- Provision of products and materials for learners;

- Other forms of health communication and education as per the law.

What are the regulations on food safety assurance for universities that do not organize boarding and/or semi-boarding catering kitchens in Vietnam?

According to Clause 2, Article 6 of Circular 33/2021/TT-BYT, the regulations on food safety assurance for universities that do not organize boarding and/or semi-boarding catering kitchens in Vietnam are as follows:

- The institutions may enter into contracts with meal suppliers licensed with Certificate of food safety as per the law;

- The institutions may enter into contracts with food service providers licensed with Certificate of food safety as per the law for organization of catering kitchens and cafeterias at education institutions.
