Under Clause 1, Article 5 of the Regulations on the Competition for Selection of Excellent Teachers in Intermediate Professional Education issued together with Circular 25/2012/TT-BGDDT, the eligibility requirements for participating in the Competition for Selection of Excellent Teachers in Intermediate Professional Education in Vietnam are:
- Being on the payroll or currently under a fixed-term or indefinite-term labor contract with the school in accordance with the Labor Code 2019;
- Meeting the standards for professional secondary school teachers as stipulated in the current regulations of the professional secondary school;
- Successfully completing assigned duties. Not being disciplined for legal violations in the 2 years leading up to the competition date;
- Not being a member of the Organizing Committee or a member of any committee assisting the Organizing Committee of the competition in which the teacher intends to register;
- Meeting the competition participation documentation requirements stipulated in Article 6 of the Regulations on the Competition for Selection of Excellent Teachers in Intermediate Professional Education.
- Other eligibility requirements stipulated by the Organizing Committee of the competition.

Who comprises the Organizing Committee for the Competition for Selection of Excellent Teachers in Intermediate Professional Education in Vietnam?
Under Article 8 of the Regulations on the Competition for Selection of Excellent Teachers in Intermediate Professional Education issued together with Circular 25/2012/TT-BGDDT, the composition of the Organizing Committee is as follows:
Composition of the Organizing Committee
The composition of the Organizing Committee includes: the Head (without Co-Head), Deputy Head, and Members. The number of Deputy Heads and Members is decided by the Head of the authority organizing the competition.
1. Head:
a) School-level competition: Principal or Vice Principal authorized by the Principal;
b) Provincial-level competition: Director of the Department of Education and Training or Vice Director authorized by the Director;
c) National-level competition: Leaders of the Ministry of Education and Training or the Head of a unit assisting the Minister in state management of intermediate professional education, authorized by the Ministry's Leaders.
2. Deputy Head:
a) School-level competition: Vice Principal or Head of Training Department;
b) Provincial-level competition: Vice Director of the Department of Education and Training or the head of the unit in charge of intermediate professional education at the Department of Education and Training and the Head of the unit hosting the competition venue;
c) National-level competition: Representatives of leadership from units assisting the Minister of Education and Training in state management of education; representatives of the leadership from the Department of Education and Training and the Head of the unit hosting the competition venue.
3. Members of the Organizing Committee: Those with good ethics, professional competence, experience, and capability to fulfill the tasks and authority of Members as specified in clause 4, Article 9 of these Regulations.
Thus, the Organizing Committee for the Competition for Selection of Excellent Teachers in Intermediate Professional Education includes the Head (without Co-Head), Deputy Head, and Members.

Based on Clause 1, Article 10 of the Regulations on the Competition for Selection of Excellent Teachers in Intermediate Professional Education issued together with Circular 25/2012/TT-BGDDT, the Secretariat is regulated as follows:
Secretariat of the Competition
1. Composition of the Secretariat (referred to as Secretariat):
The Secretariat consists of: a Head and Members (excluding the secretaries of the July Sub-Board). The number of Secretariat members shall be at least 03 people and is decided by the Head of the Organizing Committee.
a) Head of Secretariat: One member simultaneously serving in the Organizing Committee;
b) Members: Individuals with good ethics, professional competence, experience, and capability to fulfill the tasks and authority of Members as specified in clause 4 of this Article.
The Secretariat for the Competition for Selection of Excellent Teachers in Intermediate Professional Education consists of a Head and Members (excluding the secretaries of the July Sub-Board).
