2. For upper secondary school students who are ethnic minorities, the following eligibility requirements must be met:

a) Currently studying at an upper secondary school or multiple-level school including the upper secondary level;

b) The student and their parents or guardians have permanent residence in a level III commune, particularly disadvantaged villages in ethnic minority and mountainous areas; particularly disadvantaged communes in coastal and island areas.

Lives far from the school with a distance of 10 km or more, or in a terrain where transportation is difficult: Crossing rivers, and streams without bridges; crossing high mountain passes; across landslide-prone areas.

3. For upper secondary school students under the Kinh ethnic group, in addition to the eligibility requirements stipulated in Clause 2 of this Article, they must also be members of poor households.

What are the procedures for approving support policies for upper secondary school students in Vietnam?

Pursuant to Clause 1, Article 7 of Decree 116/2016/ND-CP, the procedures for approving support policies for upper secondary school students in Vietnam are as follows:

- At the beginning of the academic year, when students are enrolling, the school where students eligible for support policies under this Decree are enrolled, will disseminate, widely inform and guide parents (or legal guardians) and students eligible for the policies to prepare the documents as stipulated in Clause 1, Clause 2 or Clause 3, Article 6 of Decree 116/2016/ND-CP;

- Within 10 working days from the date of notification posting, the family or student must submit documents to the school. Each subject must submit one complete document for the first request for examination and granting within the same school, except for the case of poor households which must provide additional documentation proving their poor household status each academic year;

- Within 5 working days from the deadline for document submission, the school is responsible for reviewing and compiling the documents according to Clause 4 or Clause 5, Article 6 of Decree 116/2016/ND-CP to send to the Department of Education and Training for primary and lower secondary schools; send to the Directorate of Education and Training for upper secondary schools.

- The budget for supporting food and housing for students, purchasing, supplementing, and repairing tools for cultural, artistic, and sports activities, setting up common medicine cabinets for boarding students, and funds for organizing concentrated meals for students at schools, and transport expenses for rice is balanced in the annual education and training budget estimates of the locality.

- The central budget provides support to local authorities according to the provisions of the State Budget Law, the guiding documents of the law, and the mechanism of support from the central budget to local budgets to implement social welfare policies decided by the Prime Minister of the Government of Vietnam.

- The budget for infrastructure investment support includes renovation, upgrading, new construction of housing, kitchens, dining rooms, bathrooms, sanitation works, clean water facilities, beds, and accompanying equipment, arranged from the local annual basic construction budget, funds from the educational sector's targeted programs, funds integrated from national target programs for building new rural areas, national target programs for sustainable poverty reduction, and mobilization from organizations and individuals domestically and internationally.

- The support source in rice comes from the national reserve rice.
