What are the conditions for re-admission to the Communist Party of Vietnam according to Regulation 232 QD TW 2025?
Under sub-section 3.5.1 of Section 3 of Regulation 232-QD/TW 2025, persons considered for re-admission must meet the following conditions:
- Meet the conditions and standards of a person entering the Communist Party of Vietnam as specified in Article 1 of the Charter of the Communist Party of Vietnam.
- Have left the Communist Party of Vietnam for a minimum of 36 months (specifically, for those convicted of minor crimes, it must be 60 months since their criminal record was cleared; for members expelled for violating population policies and family planning, implement according to the Secretariat's regulation); apply for re-admission to the Communist Party of Vietnam; be approved in writing by the provincial or city CPV committee (or equivalent), and assessed and decided by a competent CPV committee (district and equivalent).
- Properly follow the procedures mentioned in sections 1, 2, and 3, Article 4 of the Charter of the Communist Party of Vietnam 2011:
(1) Admission Procedure (including re-admission):
- The person entering the Communist Party of Vietnam must:
+ Submit a voluntary application to join the Communist Party of Vietnam;
+ Honestly report personal background to the cell;
+ Be introduced by two official members.
In places with Ho Chi Minh Communist Youth Union organizations, young individuals wishing to join the Communist Party of Vietnam must be union members and introduced by the local union executive committee and one official member.
In agencies and enterprises without Ho Chi Minh Communist Youth Union organizations, individuals looking to join the Communist Party of Vietnam must be trade union members, introduced by the local trade union executive board and one official member.
(2) The introducer must:
- Be an official party member and have worked with the applicant for at least one year;
- Report to the cell on the background, qualities, and capabilities of the applicant and take responsibility for the introduction. If there are any unclear matters, report them for the cell and higher levels to review.
(3) Responsibility of the cell and committee:
- Before the cell considers and proposes admission, the cell committee checks the applicant's eligibility and gathers feedback from the socio-political organizations where the applicant engages.
The political history of the applicant must adhere to the Central Executive Committee's regulations.
- The cell considers and proposes admission individually; if at least two-thirds of official members endorse, it is proposed to a higher committee; upon the higher committee's decision, the cell organizes admission of each individual.
- The internal CPV committee considers; if at least two-thirds of committee members endorse, propose to the direct higher committee.
- The standing committee of the supervisory CPV committee or authorized internal CPV committee evaluates and decides on the admission of each individual.
