What are the criteria for awarding the “Advanced Labor Collective” title to collectives in the education sector in Vietnam?

Under Article 6 of Circular 29/2023/TT-BGDDT and Clause 1 Article 28 of the Law on Emulation and Commendation 2022, the criteria for the title "Advanced Labor Collective" are as follows:

- The “Advanced Labor Collective” title is awarded annually at the end of the school year or the working year to collectives meeting the following criteria:

+ Conduct good completion of assigned tasks;

+ Participate in emulation movements in a regular, realistic, and effective manner;

+ Have at least 70% of individuals in the collective achieve “Advanced Laborer” titles and have no individuals that receive disciplinary actions from warning level or above;

+ Have internal unification and good compliance with the guidelines of the CPV and policies and laws of the State.

- The entities to be considered for awarding the “Advanced Labor Collective” title include:

+ Units under and affiliated to the Ministry, as well as units under the national parent university;

+ Collectives stipulated in Clause 4 Article 2 of Circular 29/2023/TT-BGDDT of units under and affiliated to the Ministry, and units under the national parent university.

- The Minister of Education and Training decides to award the “Advanced Labor Collective” title to units under and affiliated to the Ministry.

- The head of a legally authorized unit under the Ministry, a unit affiliated to the Ministry, or the director of a national parent university has the power to award the “Advanced Labor Collective” title to a collective as specified in Clause 4 Article 2 of Circular 29/2023/TT-BGDDT under their management.

Who has the power to propose the consideration for awarding the emulation titles in the education sector in Vietnam?

Under Article 12 of Circular 29/2023/TT-BGDDT, the power to propose the consideration for awarding the emulation titles is stipulated as follows:

- Heads of units without legal status under the Ministry present to the Minister of Education and Training for consideration of awarding the titles “Advanced Labor Collective”, “Advanced Laborer”, and “Grassroots-level Emulation Fighter”.

- Heads of units under and affiliated to the Ministry shall:

+ Present to the Minister of Education and Training for the consideration of awarding the titles “Excellent Labor Collective”, “Emulation Flag of the Ministry of Education and Training”, “Ministry-level Emulation Fighter”, Minister’s Diplomas of Merit, Commemorative Medals;

+ Present to the Minister of Education and Training for consideration and submission to competent authorities for State-level commendation according to regulations.

- The director of a national parent university presents to the Minister of Education and Training for consideration of awarding the titles “Excellent Labor Collective”, “Emulation Flag of the Ministry of Education and Training”, “Ministry-level Emulation Fighter”, Minister’s Diplomas of Merit, Commemorative Medals for collectives and individuals under their management.

- Directors of Departments of Education and Training shall:

+ Present to the Minister of Education and Training for consideration of awarding Diplomas of Merit to collectives and individuals of educational institutions under the management of the Department of Education and Training, the Division of Education and Training, excluding commendation for merits;

+ Present to the Minister of Education and Training for awarding Commemorative Medals to individuals of educational institutions under the management of the Department of Education and Training, the Division of Education and Training.

- Chairpersons of provincial People’s Committees shall:

+ Propose to the Minister of Education and Training for awarding Diplomas of Merit to collectives and individuals of educational institutions under their management, private universities, enterprises, and organizations with significant contributions to the development of education in the province or city and the education sector;

+ Propose to the Minister of Education and Training for awarding Commemorative Medals to individuals of educational institutions under their management, private universities;

+ Propose to the Minister of Education and Training for awarding Commemorative Medals to individuals outside the education sector who have contributed to the education and training of the province or city and the education sector.

- Heads of Ministries, departments, and central authorities shall:

+ Propose to the Minister of Education and Training for awarding the Minister’s Diplomas of Merit to collectives and individuals under their management authority and universities directly under the Ministries, agencies equivalent to Ministries, agencies belonging to the Government of Vietnam, the Supreme People's Court, the Supreme People’s Procuracy, socio-political organizations, Ho Chi Minh National Academy of Politics;

+ Propose to the Minister of Education and Training for awarding Commemorative Medals to individuals as specified in Article 8 of Circular 29/2023/TT-BGDDT.

According to Clause 1 Article 84 of the Law on Emulation and Commendation 2022, the application for the consideration for awarding the emulation titles includes:

- A statement on request for consideration for awarding emulation titles;

- A report on achievements of the individual or collective;

- Minutes of emulation review;

- Certificates or verifications of competent agencies or organizations regarding initiatives, scientific topics, scientific projects, scientific works, and technological works in case of requesting titles of "Grassroots-Level Emulation Fighter", Emulation Fighter of Ministry, Department, and Central or Provincial Authority, and "National Emulation Fighter".
