Under Section 1 of Plan 6445/KHPH-VHTT-GDDT of 2024 Download, the objectives and requirements of the Competition are as follows:

1. Objectives

- The competition aims to create a healthy and useful playground for the city's teenagers and children. It aims to identify and nurture those with artistic talents, helping them develop their imagination, aesthetic sense, and emotions towards the beauty and wonders of life around them, while also educating them about love for their homeland and country.

- Activities are directed towards the celebration of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).

2. Requirements

- The competition is widely disseminated to all participants. Artworks must be created by the students themselves according to the theme and rules of the Competition.

- Organize a scientific, serious, safe, economical, and effective competition.

- Ensure effective competition communication.

- The organization and judging work are conducted fairly, seriously, and objectively.

Under the Rules of the 28th City-level "Nét Vẽ Xanh" Competition issued along with Plan 6445/KHPH-VHTT-GDDT of 2024 Download, the rules are as follows:

(1) Themes:

Celebrating the 50th anniversary of the Liberation of the South and National Reunification Day; focusing on the following themes:

- My dream of a peaceful world;

- My dream of a smart city;

- I love science;

- The environment where I live;

- Friendship among nations;

- Traditional village festivals;

- Affection for teachers, family, friends.

(2) Participants

- The competition is open to all students in educational institutions, international schools, special schools, children in orphanages, and shelters. Participants are divided into categories by age.

- Competition categories: 5 (five) categories

+ Preschool education

+ Primary education

+ Lower secondary education

+ Upper secondary education

+ Disabled Children

- Individuals and collectives

+ Individuals:  Preschool education; Primary education; Lower secondary education; Upper secondary education; Disabled Children

+ Collectives: Primary education; Lower secondary education; Upper secondary education

(3) Entities:

- Drawing on paper (A3 size, individual): for contestants in categories of Preschool education; Primary education; Lower secondary education; Upper secondary education; Disabled Children

- Drawing on canvas (60cm x 80cm, 3 students/team): for contestants in primary education and lower secondary education categories.

- Creating short comics on A3 paper (4 students/team): for contestants in the upper secondary education category.

- Computer-based drawing: for contestants in lower and upper secondary education categories.

(4) Participation Methodology:

- Individual: Paper drawing competition (A3 size).

- Group: Canvas drawing and short comic creation.

* Preliminary Round:

- Contestants participate according to the plan of the board of examiners at the institution level.

- Launch of the Competition plan: December 2024.

- Receiving preliminary round drawings: from December 20, 2024, to February 14, 2025.

- International schools (or schools with foreign elements) will organize school-level preliminary rounds and then select drawings to submit to the City-level "Nét Vẽ Xanh" Competition Organizing Committee. Number of submissions: maximum of 10 drawings per school (including A3 paper drawings, group drawings on canvas, short comic creations).

- Disabled students, visually impaired children, children in orphanages, shelters, and special schools: submit drawings directly to the Organizing Committee of the City-level Competition.

- Upper secondary students and multiple-level schools including the upper secondary level: submit drawings directly to the City-level "Nét Vẽ Xanh" Competition Organizing Committee.

- Judging and selecting drawings for the final round: February 24-25, 2025.

Announcing the list of contestants for the final round: March 4, 2025.

* Final Round:

- Date: expected on March 23, 2025 (Sunday).

- Venue: General Science Library of Ho Chi Minh City.

- Judging of City-level final round drawings: expected from March 26 to 28, 2025. Announcing the list of winners: April 12, 2025.

* Computer-based Drawing Category (submit works online):

** Preliminary Round:

- Middle School and High School contestants create works on the computer and submit their entries to the Competition Organizing Committee via the registration form at: https://bit.ly/hoithinetvexanh.

- The organizing committee opens the submission link for the preliminary round: from December 20, 2024, to February 14, 2025.

- The City-level "Nét Vẽ Xanh" Competition jury will judge and directly select entries from districts and Thu Duc City from February 24-25, 2025.

- Announcing the list of contestants for the final round: March 4, 2025.

** City-level Final Round:

- Date: expected on March 23, 2025 (Sunday).

- Venue: General Science Library of Ho Chi Minh City. Judging of the final round drawings: expected from March 26 to 28, 2025. Announcing the list of winners: April 12, 2025.
