What is the purpose of organizing the National Exam for Excellent Students in Vietnam?

According to Article 2 of the Regulation on National Exam for Excellent Students issued with Circular 17/2023/TT-BGDDT, the purpose of the National Exam for Excellent Students is to encourage and stimulate both teachers and students to develop their creativity, teaching, and learning skills. It contributes to the improvement and enhancement of teaching quality and educational management across various educational levels.

Simultaneously, it aims to identify talented students to nurture and train them, fulfilling the objective of developing talents for the nation.

The selection for the National Exam for Excellent Students must ensure safety, seriousness, accuracy, objectivity, and fairness.

What are regulations on coordination and organization of the National Exam for Excellent Students in Vietnam?

According to Article 9 of the Regulation on National Exam for Excellent Students issued with Circular 17/2023/TT-BGDDT, the coordination and organization of the National Exam for Excellent Students is regulated as follows:

- The Ministry of Education and Training directs and organizes National Exam for Excellent Students; they review and decide on handling special cases to ensure the purposes and requirements of the exam organization.

- Annually, the Minister of Education and Training issues a decision to establish the National Exam for Excellent Students Steering Committee (referred to as the Exam Steering Committee).

+ The Head of the Committee is the Deputy Minister of Education and Training; Deputy Heads are leaders from relevant functional units within the Ministry of Education and Training, including the Standing Deputy Head, who is a leader from the Department of Quality Management; Members include leaders from various relevant units within the Ministry of Education and Training, Ministry of Public Security; Secretaries assisting the Exam Steering Committee are officials and public employees from relevant units within the Ministry of Education and Training, Ministry of Public Security.

+ Duties and authority of the Exam Steering Committee: Assist the Minister of Education and Training in directing the implementation of the exam organization plan; direct and supervise the processes of drafting, conducting, marking, and re-evaluating exams; address arising issues during the exam organization process, reporting to the Minister of Education and Training and other competent authorities regarding the exam organization's situation.

+ Duties and authority of the members of the Exam Steering Committee: The Head is responsible for the outcome of the Steering Committee’s task execution and organizes members to perform assigned duties and authority according to regulations; Deputy Heads, Members, and Secretaries are responsible for achieving tasks and authority as assigned or delegated by the Head.

- The Department of Quality Management leads and cooperates with relevant units to perform the following tasks:

+ Develops the plan for organizing National Exam for Excellent Students and submits it to the Minister of Education and Training for approval.

+ Guides the organization of National Exam for Excellent Students.

+ Mobilizes participating units to undertake proctoring duties in the national excellent student selection exam.

+ Organizes the drafting and delivery of exam papers meeting organizational requirements.

+ Organizes the proctoring of the Olympic team selection exam.

+ Conducts marking and re-evaluation for national excellent student selection exams.

- The Inspectorate of the Ministry of Education and Training leads and cooperates with relevant units to inspect and supervise all phases of organizing national excellent student selection exams.
