What are the guidelines for registration for enrollment to 10th grade in Vietnam?
Under Article 10 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT (document effective from February 14, 2025), registration for enrollment to 10th grade in Vietnam is specified as follows:
- Registration for enrollment for upper secondary education is conducted online. Where candidates may not make online registration, registration is conducted directly or via postal service.
- The Department of Education and Training provides specific guidance for registration for enrollment for upper secondary education concerning schools under their management.
For schools, upper secondary schools, schools with multiple levels including upper secondary education (herein referred to as upper secondary schools) under the Ministry of Education and Training, parent universities, universities, or research institutes, the registration follows the guidance of the Department of Education and Training where the school is located.

3. Persons eligible for bonus points
a) Lower secondary school students who win prizes at the provincial-level exams organized by the Department of Education and Training or in cooperation with provincial departments and authorities in competitions held at the national level as regulated at point d, clause 1 of this Article.
b) Bonus points are added to the total admission score calculated on a 10-point scale for each exam subject or paper. First prize winners receive 1.5 points; second prize winners receive 1.0 points; third prize winners receive 0.5 points.
Thus, students who win prizes at the provincial-level exams organized by the Department of Education and Training or in cooperation with provincial departments and authorities will receive up to 1.5 bonus points.
Note: Bonus points are added to the total admission score calculated on a 10-point scale for each exam subject or paper.

What are the regulations on organizing the 10th-grade entrance exam in Vietnam?
According to Article 13 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT:
(1) Exam Subjects and Papers
- The subjects and papers include: Mathematics, Literature, and one additional subject or paper selected by the Department of Education and Training from one of the two options:
+ The third subject is chosen from subjects evaluated by scores in the lower secondary education program, ensuring no repetition of the same third subject for more than three consecutive years.
+ The third paper is a composite paper from multiple subjects chosen from subjects evaluated by scores in the lower secondary education program.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes organizing their own entrance exams, the third subject or paper is selected directly by the managing body.
- The third subject or paper is announced after the end of the first semester but no later than March 31 annually.
- Time allocated for taking the exam subject or paper: Literature: 120 minutes; Mathematics: 90 minutes or 120 minutes; third subject: 60 minutes or 90 minutes; third paper: 90 minutes or 120 minutes.
- Exam content lies within the lower secondary education program, mainly Grade 9.
- For enrollment into upper-secondary schools for the gifted, students must take the required subjects and papers specified in this clause and one gifted subject. Each gifted subject has a separate examination based on the lower secondary school program, ensuring the admission of students with aptitude in that subject.
(2) Setting question papers
- The exam preparation process must ensure safety and confidentiality throughout all stages: setting, duplicating, transporting, handing over, and storing the exam papers. The question papers must be accurate, scientific, and pedagogically sound; with both official and backup papers; each with an answer key and marking guide.
- The Question Paper Setting Council is established by the Director of the Department of Education and Training and comprises:
+ The Chairman of the Council is a leader of the Department of Education and Training.
+ The Vice-Chairman of the Council is a leader of the Department of Education and Training or a leader of its affiliated offices.
+ Secretariat, drafters, exam paper reviewers, police forces, service staff, healthcare personnel, and security personnel.
Secretariat, drafters, and exam paper reviewers are personnel with suitable expertise, knowledgeable about the lower secondary school program.
Each subject will have at least one drafter or reviewer who is a lower secondary school teacher.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes organizing their own exams, the Question Paper Setting Council is directly managed by the Minister of Education and Training, Director of the parent university, Rector of the university, or Head of the research institute.
- Responsibilities and authorities of the Question Paper Setting Council:
+ Develop a work plan;
+ Assign tasks to council members;
+ Organize the drafting of exam papers; organize reviews;
+ Approve official and backup exam papers, scoring guides for both;
+ Handle or propose handling of unexpected incidents during exam preparation; maintain council records; ensure security and confidentiality of question papers according to regulations;
+ Consider, decide, or propose rewards or disciplinary measures for council members in accordance with regulations.
(3) Invigilation
- The invigilation work must ensure fairness, safety, and seriousness. The invigilation process and task assignments for participating members must be thorough, clear, ensuring independence and objectivity in each step; effective measures must be taken to prevent cheating.
The structure of exam invigilators and supervisors should align with the number of exam rooms. The number of candidates in each exam room should not exceed 24, with 2 invigilators per room.
- The Invigilation Council is established by the Director of the Department of Education and Training, with members including Chairman of the Council being a Principal or Vice-Principal of an upper secondary or lower secondary school; Vice-Chairman being a Principal, Vice-Principal, or Head of the professional teams of a school; secretaries and invigilators, supervisors being lecturers, teachers, or specialists; police forces; service staff, healthcare personnel, and security guards.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes organizing their own exams, the Invigilation Council is directly managed by the Minister of Education and Training, Director of the parent university, Rector of the university, or Head of the research institute.
- Responsibilities and authority of the Invigilation Council: develop working plans for the Council; assign roles to its members; organize training for members and candidates to grasp and comply with guidelines and related documents; conduct the exams; handle or propose solutions for unusual incidents during invigilation; maintain council records; ensure security and confidentiality of question papers according to regulations; consider, decide, or propose rewards or disciplinary actions for candidates and council members according to regulations.
(4) Marking
- Marking must ensure safety, and confidentiality at all stages: receiving, storing, handling and marking exam papers. Marking should guarantee accuracy, and objectivity according to the answer key and Marking guide.
For essay marking, a joint marking session should be held for at least 10 papers; organize two independent Marking rounds. For multiple-choice Marking, if software is used, training should be provided for graders on software use. The Marking software must be precise, scientific; and verified before use.
- The Marking Council is established by the Director of the Department of Education and Training, comprising Chairman being a leader of the Department of Education and Training; Vice-Chairman being leaders of the Department or its affiliated offices; secretaries and graders; police forces; service staff, healthcare personnel, and security personnel. Secretaries and graders are lecturers, teachers, or specialists; essay graders are those knowledgeable about the lower secondary school program; multiple-choice graders are proficient in the software.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes organizing their own exams, the Marking Council is directly managed by the Minister, Director of the parent university, Rector of the university, or Head of the research institution.
- Responsibilities and powers of the Marking Council: develop council work plans; assign tasks to members; organize handling and marking; conduct scoring; address or propose solutions for unusual incidents during Marking; maintain records of the council; ensure security, confidentiality of question papers according to regulations; consider, decide, or propose rewards or disciplinary measures for council members according to regulations.
(5) Re-marking
- The re-marking process must ensure safety, and confidentiality at all stages: withdrawing, handing over, storing, and marking reassessed papers; the re-marking process is the same as the Marking process.
- The composition, responsibilities, and rights of the Re-marking Council are the same as those of the Marking Council as stated in clause 4 of this Article. The graders for the Re-marking Council must be different from those of the Marking Council.
(6) Admission scores for enrollment to 10th grade
The admission scores for enrollment for upper secondary education are the total of exam subjects, calculated on a 10-point scale for each subject or paper. The announcement of admission scores is simultaneous with the publication of exam results.
Note: The Department of Education and Training, based on this Regulation, specifies the process of setting question papers, invigilation, marking, and re-marking in accordance with practical conditions.
Upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes conducting their own exams should follow the guidance of the Ministry of Education and Training, universities, colleges, and research institutes directly managing them, or follow the regulations of the Department of Education and Training where the institutions are based.
