Proposal for implementing the plan to designate Hanoi City as a UNESCO Learning City
On September 23, 2024, the People's Committee of Hanoi issued Official Dispatch 3147/UBND-KGVX in 2024 (Download) regarding the implementation of Directive 31/CT-TTg in 2024 by the Prime Minister on enhancing the conditions to ensure effective implementation of the tasks for the 2024 - 2025 academic year.
In this document, the People's Committee of Hanoi requires the Hanoi Department of Education and Training to advise the City on implementing the plan to make Hanoi a UNESCO Learning City.
Additionally, the People's Committee of Hanoi also requires the Hanoi Department of Education and Training to carry out the following tasks:
- Continue to research, review, advise, and propose to the City Party Committee, City People's Council, and the People's Committee on mechanisms and policies to create a legal framework to further enhance the quality of education and training, especially the quality of teachers at all educational and training institutions, both public and private.
- Take the lead and cooperate with urban districts, rural districts, and district-level towns to fully and meticulously prepare the conditions to organize the Hanoi High School Graduation Examination in 2025 according to the 2018 General Education Program, ensuring quality, safety, seriousness, effectiveness, reduced pressure, and favorable conditions for students.
- Direct the strengthening of cooperation between families, schools, and society in the education of children and students, especially in preventing and combating school violence, preventing crime and social evils in the education of children and students, ensuring school security and safety.
- Strengthen the implementation of digital transformation in state management of education and training in the City.
- Strengthen direction, inspection, and supervision of the implementation of policies and laws on education and training, prevent and strictly handle violations in the field of education and training.

- Higher education and colleges continue to implement digital universities and build digital learning materials.
- Strive for 90% of general education institutions, vocational education institutions - continuing education, and other educational institutions to implement management, teaching, and learning activities in a digital environment.
- 90% of community learning centers apply information technology in management and organization of educational activities.
d) Building learning models in society
- 70% of citizens achieve the title of learning citizen; 70% of citizens achieve digital skills.
- 80% of families, lineages, and communities achieve the title of learning family, lineage, and community.
- 70% of units are recognized as learning units.
- 60% of urban districts, rural districts, district-level towns are recognized as learning districts according to the criteria by competent authorities.
- The City is recognized as a "Learning City."
Hence, Hanoi strives to achieve the title of a Learning City before 2030.

According to Subsection 2.2.2, Section 2 of Plan 52/KH-UBND in 2024, the alphabetization and education popularization objectives of Hanoi by 2025 are as follows:
- Maintain the results of achieving Level 2 in alphabetization.
- Maintain a literacy rate of 99.5% or higher among people aged 15-60.
- 95% of newly literate individuals continue learning and do not relapse into illiteracy.
- 100% of urban districts, rural districts, district-level towns ensure to maintain and enhance the quality of preschool education universalization for five-year-old children, preparing conditions for universalization for four-year-old children.
- Maintain the results of achieving Level 3 in primary education universalization.
- 100% of urban districts, rural districts, district-level towns achieve Level 3 in lower secondary education universalization.
