Under Circular 26-TT-1982:

After agreeing with the Education Trade Union, the Ministry guides the organization of Vietnam Teachers' Day as follows:

1. Vietnam Teachers' Day is uniformly organized nationwide on November 20 each year in all schools at all education levels, belonging to kindergarten, supplementary education, general and pedagogical education sectors.

2. a) Annually from October, education management levels and the Education Trade Union should proactively report to local authorities and organizations to hold meetings to review the situation and activities of the teaching staff, evaluating what has been done and determining what needs to continue.

Attention should be paid to the following important issues:

- Fully and promptly implementing the policies of the State that have been issued for teachers such as food supply, fabric distribution, health care, conditions of living, working, rest, salary policies, and attention to political education and moral development of the Communist Party... to gradually improve the material and spiritual life for teachers, contributing to building a stronger teaching force.

- Based on a full evaluation of the current teaching staff situation, require teachers to further enhance their awareness of the honor, responsibility, and strive to perform their duties well, contributing to training new generations to build socialism and defend the socialist homeland.

b) Before or on November 20, education management officials need to plan for leaders of the party committee, government, education board, parents' association, agencies, enterprises, organizations, women, and youth to visit, organize friendly meetings and encourage commendation for teachers, staff, and education officials who have achieved outstanding results (including retired officials and teachers).

c) Widely propagate the meaning of Vietnam Teachers' Day to all sectors at all levels.
