Under  Clause 2, Article 7 of Circular 27/2023/TT-BGDDT, the professional team proceeds with the organization of selecting textbooks through the following steps:

Step 1: Based on the plan of the Council and the criteria for selecting textbooks, the leader of the professional team develops a plan to organize textbook selection for each subject structured within the professional team and reports to the leader before implementation;

Step 2: Organize all subject teachers of the educational institution (including permanent, contractual, seconded, visiting, and inter-school teachers) to participate in the selection of textbooks for that subject;

No later than 20 days before the first meeting of the professional team, the leader organizes for teachers to study textbooks for the subject, write comments, and evaluate textbooks according to the selection criteria;

Step 3: The leader of the professional team organizes a meeting with subject teachers to discuss and vote to select one (1) textbook for that subject.

If a subject has only one textbook approved by the Minister of Education and Training, the professional team selects the textbook without voting.

The selected textbook must have at least half (1/2) of the subject teachers voting for it.

If no textbook receives votes from at least half (1/2) of the subject teachers, the team must discuss and vote again; the selected textbook is the one with the highest number of votes in the second round.

If in both voting rounds, two (2) textbooks receive the highest and equal number of teachers' votes, the leader of the professional team selects one of these textbooks.

Meetings of the professional team are recorded, including full comments and assessments from participating teachers, with signatures from the leader and the preparer;

Step 4: the leader compiles the results, and prepares a list of textbooks selected by the team, with signatures of the leader and the preparer of the list.

Who will approve the list of textbooks selected by educational institutions in Vietnam?

Under Article 8 of Circular 27/2023/TT-BGDDT, the regulation on the decision to approve the list of textbooks selected by educational institutions in Vietnam is as follows:

Assessment of documents, approval of textbook selection results

1. The Department of Education and Training assesses the textbook selection documents from educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reports to the Provincial Department of Education and Training regarding the assessment results and the textbook list selected by institutions under its management.

2. The Provincial Department of Education and Training assesses the textbook selection documents from educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reviews the reports from the Departments of Education and Training about the assessment results and the textbook list selected by institutions as stipulated in Clause 1 of this Article; compiles the results, creates a textbook list selected by institutions (accompanied by the textbook selection documents from educational institutions as stipulated in Clause 5, Article 7 of this Circular), and submits to the provincial People's Committee for approval.

3. Based on the textbook selection results from educational institutions presented by the Provincial Department of Education and Training, the provincial People's Committee decides to approve the textbook list selected by educational institutions.

Therefore, under the above regulation, the provincial People's Committee, based on the textbook selection results of educational institutions presented by the Provincial Department of Education and Training, decides on the approval of the textbook list selected by educational institutions.

What are the working principles of the Textbook Selection Council in educational institutions in Vietnam?

Under the regulation in Article 5 of Circular 27/2023/TT-BGDDT, the working principles of the Textbook Selection Council of educational institutions in Vietnam include:

- The Council works on the principles of centralism, democracy, objectivity, openness, transparency, and legality.

- A meeting of the Council is considered valid when at least three-quarters (3/4) of the members participate, including the Chairperson, Vice-Chairperson, and Council Secretary.

- The results of each Council meeting are recorded in minutes, which include all members' opinions and are made public at the Council. The minutes must have the signatures of the Chairperson and Council Secretary.
