Under Clause 1, Article 3 of Circular 20/2020/TT-BGDDT on the working time for university lecturers:

Working time, teaching standard hours, and standard teaching hour norms

1. The working time of lecturers in the academic year is 44 weeks (equivalent to 1,760 office hours) to perform teaching, scientific research, community service, and other professional tasks, determined by the academic year after deducting the stipulated holidays.

2. Standard teaching hour is the time unit converted from the number of working hours needed to complete a specific work volume belonging to the lecturer's tasks equivalent to one direct university-level theoretical lecture hour in class (or online teaching), including the necessary working time before, during, and after the lecture.

3. The teaching time in the training program is calculated in standard teaching hours, where a 50-minute direct university-level theoretical lecture in class (or online teaching) is considered as one standard teaching hour, specifically prescribed in Clause 1, Article 6 of this Circular.

For teaching content with special characteristics, direct university-level lectures in class (or online teaching) longer than 50 minutes are converted accordingly by the head of the higher education institution.

4. The norm of standard teaching hours for lecturers in an academic year is set from 200 to 350 standard teaching hours (equivalent to 600 to 1,050 office hours), in which the direct in-class (or online) teaching standard hours must ensure at least 50% of the prescribed norm. The head of the higher education institution bases on the objectives, development strategy of the unit; the subject's specificity, discipline, and specific conditions of the unit to decide the standard teaching hour norm for lecturers in an academic year accordingly.

5. Special cases

a) Lecturers during probation, trial period only perform up to 50% of the standard teaching hour norm, while being exempted from scientific research tasks to allot time for attending classes, assisting in teaching, and participating in internships and practical activities.

b) Lecturers during a break enjoying social insurance allowance, leave according to the current Labor Code provisions are exempted from standard teaching hour norms corresponding to the leave period.

According to the above regulation, university lecturers on probation only perform up to 50% of the standard teaching hour norm, while being exempted from scientific research tasks to allot time for attending classes, assisting in teaching, and participating in internships and practical activities.

- Public employee is changed in professional title according to the Law on Public Employees and guiding documents.

- Passionate about the profession, maintaining the qualities, reputation, and honor of educators; having a sense of unity, respect, and collaboration with colleagues in life and work; compassionate, tolerant, generous, and polite to students, learners, and researchers (hereinafter collectively referred to as learners); protecting the legitimate rights and interests of learners, colleagues, and the community.

- Be dedicated to the job; complying with the internal rules, regulations of public higher education institutions, and the legal regulations of the sector.

- Be fair in teaching and education, accurately assessing the actual capabilities of learners; practicing thrift, and combating achievement obsession, corruption, and wastage.

- Other ethical standards as prescribed by law.
