What are the regulations on priority points in the high school graduation assessment 2025 in Vietnam?
Under Article 42 of the High School Graduation Exam Regulation issued together with Circular 24/2024/TT-BGDDT (document effective from February 8, 2025), the high school graduation assessment is divided into three categories: Category 1, Category 2, and Category 3. Candidates in Category 1 are normal candidates and do not receive priority points; candidates in Categories 2 and 3 receive priority points. To be specific:
Category 2: An additional 0.25 points are awarded to the following candidates:
- War invalids, sick soldiers, and persons entitled to policies like war invalids with a reduction in work capacity under 81% (for continuing education);
- Children of war invalids, sick soldiers, persons entitled to policies like war invalids with a reduction in work capacity under 81%; People's Armed Forces Hero, Labor Hero; children of Vietnamese Heroic Mothers; children of People's Armed Forces Heroes, Labor Heroes;
- Ethnic minorities;
- Kinh people, foreigners residing in Vietnam with a permanent residence during upper secondary education for 3 years or more in particularly disadvantaged communes, border communes, and safe zones eligible for Program 135 investment under Decision 135/QD-TTg dated July 31, 1998, of the Prime Minister of Vietnam (calculated from when these communes completed Program 135 backward); with a permanent residence in particularly disadvantaged communes in coastal and island regions; communes in regions 1, 2, 3, and communes with particularly disadvantaged villages in ethnic minority and mountainous areas according to current regulations by the Prime Minister of Vietnam or Minister, Chairman of the Ethnic Committee, studying at upper secondary schools not located in the districts of municipalities for at least two-thirds of the upper secondary education period;
- Persons affected by chemical toxins; children of persons affected by chemical toxins; children of resistance activists affected by chemical toxins; persons recognized by competent authorities as deformed, disabled, or having a reduction in self-reliance in living or labor due to the impact of chemical toxins;
- Aged 35 or older as of the exam date (for continuing education candidates).
Category 3: An additional 0.5 points are awarded to the following candidates:
- Ethnic minorities who have a permanent residence during high school for 3 years or more in especially difficult communes, border communes, safe zones eligible for Program 135 investment under Decision 135/QD-TTg dated July 31, 1998, of the Prime Minister of Vietnam...Download (calculated from when these communes completed Program 135 backward);
Especially difficult communes in coastal and island regions; communes in regions 1, 2, 3, and communes with especially difficult hamlets in ethnic minority and mountainous areas according to current regulations by the Prime Minister of Vietnam or Minister, Chairman of the Ethnic Committee, studying at ethnic boarding schools or at high schools not located in the central districts of cities under the Central authority;
- War invalids, sick soldiers, persons entitled to policies like war invalids with a reduction in work capacity from 81% or more (for continuing education);
- Children of martyrs; children of war invalids, sick soldiers, persons entitled to policies like war invalids with a reduction in work capacity from 81% or more.
Note: Candidates with multiple priority categories will only enjoy the highest priority category. Other priority categories already prescribed in current legal documents will be reviewed and decided by the Minister of Education and Training.

What is the formula for calculating the high school graduation assessment score in Vietnam?
Under Article 44 of the Regulations on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the formula for calculating the high school graduation assessment score in Vietnam is as follows:
Where:
(1) Scores of the papers taken by the candidates for graduation assessment, converted to a 10-point scale to calculate the graduation score;
(2) The GPA of all years at the upper secondary level (The average of all years) is calculated by the following formula:
Note: GPA of grade 10, GPA of grade 11, and GPA of grade 12 is the arithmetic mean of all subjects assessed by scores for each respective year. The GPA of each school year and the GPA of all school years are rounded to 2 (two) decimal places.
(3) The graduation assessment score is rounded to two decimal places and performed automatically by the computer software.
(4) For candidates under the General Education/Continuing Education Program with the GPA for each school year on the academic record, this score can replace the calculation of the GPA of subjects in (1).
(5) The GPA of school years is only calculated for the years when the student studied under the General Education/Continuing Education Program of Vietnam.
What are the eligibility requirements for high school graduation recognition in Vietnam?
Under Article 45 of the Regulations on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the eligibility requirements for high school graduation recognition in Vietnam are as follows:
- Candidates eligible to take the high school graduation exam, not subject to the disciplinary annulment of exam results, achieving above 1.0 score in all subjects on a 10-point scale, and having graduation assessment points of at least 5.0, are recognized as high school graduation.
- Candidates eligible to take the high school graduation exam, exempt from all papers in the graduation assessment process as per clause 1 Article 39 of the Regulations on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT are recognized as high school graduation.
