In 2025, what is the payroll applicable to primary school teachers in Vietnam according to Resolution 159 about?
Article 3 of Resolution 159/2024/QH15 provides the following regulations:
Regarding Implementing Salary Policies and Certain Social Policies
1. Salaries for the public sector, pensions, social insurance subsidies, monthly allowances, and preferential allowances for persons with contributions will not be increased in 2025.
2. Ministries, central and local authorities will continue to implement measures to generate resources for salary policy reform following regulations. It is permitted to continue excluding certain revenues when calculating the increase in local budget revenue allocated for salary reform as stipulated in Clause 2, Article 3 of Resolution No. 34/2021/QH15 dated November 13, 2021, of the National Assembly.

Therefore, in 2025, the payroll applicable to primary school teachers will not have an increase. This means the statutory pay rate for primary school teachers remains at 2,340,000 VND/month according to Decree 73/2024/ND-CP.

In 2025, what are the working policies for teachers in Vietnam?
Under Article 5 of the Regulations on working policies for teachers issued with Circular 28/2009/TT-BGDDT, supplemented by Clause 3, Article 1 of Circular 15/2017/TT-BGDDT, the working policies for teachers are as follows:
- The working period for primary school teachers in the academic year is 42 weeks, including:
+ 35 weeks for teaching and educational activities according to the academic year plan.
+ 05 weeks for learning and professional development.
+ 01 week for preparing for the new academic year.
+ 01 week for summarizing the academic year.
- The working period for lower secondary and upper secondary school teachers in the academic year is 42 weeks, including:
+ 37 weeks for teaching and educational activities according to the academic year plan.
+ 03 weeks for learning and professional development.
+ 01 week for preparing for the new academic year.
+ 01 week for summarizing the academic year.
- The working period for preparatory school teachers is 42 weeks, including:
+ 28 weeks for teaching and educational activities according to the academic year plan;
+ 12 weeks for learning, professional development, compiling materials, scientific research, and other activities according to the academic year plan;
+ 01 week for preparing for the new academic year;
+ 01 week for summarizing the academic year.
In 2025, what are the teaching norms for teachers in Vietnam?
According to Article 6 of the Regulations on working policies for teachers issued with Circular 28/2009/TT-BGDDT, supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT, the teaching norm is the number of theoretical or practical lessons each teacher must teach in a week. To be specific:
- The teaching norm for primary school teachers is 23 lessons, lower secondary school teachers is 19 lessons, upper secondary school teachers is 17 lessons;
- The teaching norm for teachers of boarding ethnic secondary schools is 17 lessons at the lower secondary level, 15 lessons at the upper secondary level;
The teaching norm for teachers of semi-boarding ethnic secondary schools is 21 lessons at the primary level, 17 lessons at the lower secondary level;
The teaching norm for teachers at schools for the disabled and handicapped is 21 lessons at the primary level, 17 lessons at the lower secondary level.
- The teaching norm for teachers at pre-university schools is 12 lessons
- Teachers who serve as Leader of the Ho Chi Minh Young Pioneer Organization at rank I schools teach 2 lessons per week, rank II schools teach 1/3 of the teaching norm, rank III schools teach 1/2 of the teaching norm of teachers at the same education level. The classification of general education schools is according to current regulations.
