Preferential Allowance Regime For Teachers Teaching at Educational Institutions Under the Ministry of National Defense of Vietnam
Based on Clause 2, Article 1 of Decision 244/2005/QD-TTg:
Scope and subjects of application
- This Decision provides preferential policies for teachers who are directly teaching and have been transferred and assigned salaries according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees, and the armed forces at public educational institutions in the national education system and schools, centers, academies under state organs, the Communist Party, socio-political organizations funded by the state.
2. The preferential allowance regimes stipulated in this Decision do not apply to teachers teaching in educational institutions under the Ministry of Defense, the Ministry of Public Security, and cipher agencies.
Thus, the preferential allowance policies do not apply to teachers teaching at educational institutions under the Ministry of Defense.

What are the preferential allowance rates for teachers directly teaching at public educational institutions in Vietnam?
Based on Clause 1, Article 2 of Decision 244/2005/QD-TTg, the preferential allowance rates for teachers directly teaching at public educational institutions are as follows:
- The 25% allowance rate applies to teachers who are directly teaching in universities, colleges, academies, training schools of ministries, agencies equivalent to ministries, agencies under the Government of Vietnam, the Communist Party, socio-political organizations at the Central level, and political schools of provinces, centrally-run cities (except for teachers teaching in pedagogy schools, pedagogy faculties, and teachers teaching Marx-Lenin science, Ho Chi Minh ideology);
- The 30% allowance rate applies to teachers who are directly teaching in secondary schools, high schools, comprehensive technical centers - vocational guidance centers, continuing education centers, vocational training centers in plains, cities, district-level towns; professional secondary schools, vocational schools; political training centers of districts, towns, and district-level cities of provinces;
- The 35% allowance rate applies to teachers who are directly teaching in kindergartens, primary schools in plains, cities, district-level towns; secondary schools, high schools, comprehensive technical centers - vocational guidance centers, continuing education centers, vocational training centers in mountainous, island, remote, and disadvantaged areas;
- The 40% allowance rate applies to teachers who are directly teaching in pedagogy schools, pedagogy faculties (university, college, secondary), education and training management schools, and teachers teaching political subjects in professional secondary schools, vocational schools;
- The 45% allowance rate applies to teachers who are directly teaching Marx-Lenin science, Ho Chi Minh ideology subjects in universities, colleges;
- The 50% allowance rate applies to teachers who are directly teaching in kindergartens, primary schools in mountainous, island, remote, and disadvantaged areas.
* According to Subsection 2, Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the method of calculating the preferential allowance for teachers directly teaching at public educational institutions is as follows:
Preferential allowance received = General minimum salary * [salary coefficient according to current rank and grade + position allowance coefficient (if any) + seniority allowance exceeding frame (if any) converted to a percentage] * preferential allowance rate percentage.
From July 1, 2024, the statutory pay rate (general minimum salary) is 2,340,000 VND/month (Clause 2, Article 3 of Decree 73/2024/ND-CP).
What period is not counted towards the preferential allowance for teachers directly teaching at public educational institutions in Vietnam?
Based on Point B, Subsection 2, Section 1 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the non-counting periods for preferential allowance for teachers are as follows:
- The period of working or studying abroad receiving 40% salary as specified in Clause 4, Article 8 of Decree 204/2004/ND-CP;
- Periods of working or studying domestically without participating in teaching for more than 3 consecutive months;
- Periods of personal leave without pay for 01 month or more consecutively;
- Periods of illness or maternity leave exceeding the time frame prescribed by the current Social Insurance Charter;
- Periods of teaching suspension.
What are methods of payment for preferential allowance for teachers directly teaching at public educational institutions in Vietnam?
Based on Subsection 1, Section 3 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC:
METHOD AND SOURCE OF PAYMENT
- Method of payment
This allowance is paid concurrently with the monthly salary (including the summer break) and is not used for calculating or accounting for social insurance and health insurance benefits.
- Source of payment
The funding source for paying the preferential allowance policies is sourced from the educational institution's revenue as regulated and the state budget according to the Ministry of Finance's guidance on determining needs, sources, and payment methods for wage reform implementation.
Thus, the method of payment for the preferential allowance for teachers directly teaching at public educational institutions is to pay concurrently with the monthly salary (including the summer break).
