What are the criteria for assessing the quality of organization of the primary school's CPV Cell meeting in Vietnam?
As per Section 3, Part 2 of Guideline 12-HD/BTCTW 2018, the criteria for assessing the quality of organization of the primary school's CPV Cell meeting in Vietnam are as follows:
- Holding the activity at a time sanctioned by the competent authority.
- Fully implementing the content and sequence of the CPV cell meeting in accordance with regulations. The chairperson's method of operation should be flexible and effective.
- Commending distinguished party members each month; reminding and criticizing party members who have not fulfilled their assigned tasks, those who do not adhere to annual commitments to self-improvement, or those having faults in implementing the Communist Party's policies, resolutions, directives, and higher-level CPV committee regulations but not to the level of disciplinary action (if any).
- A large number of party members participate in giving opinions.
The duration of the CPV cell meetings should be at least 90 minutes. If themed meetings are combined with regular CPV cell meetings in the same session, the minimum duration should be 120 minutes. For CPV cells with very few members, the competent authority specifies the duration.
- Registers of CPV cell meetings record the full developments of the meeting and are preserved for a long time to serve as reference and traditional education materials for party members.
What is the content of regular meetings of the primary school's CPV Cell in Vietnam?
According to Section 2, Part 2 of Guideline 12-HD/BTCTW 2018, the content of regular meetings of the primary school's CPV Cell in Vietnam is stipulated as follows:
Based on the Charter of the Communist Party of Vietnam, higher-level directions, the status, and characteristics of the CPV cell, and the results of political tasks, the monthly CPV cell meeting includes the following main contents:
(1) On political and ideological work
- Select recent domestic and international events, and local, agency, and unit issues relevant to the situation and suitable for the CPV cell's functions and tasks for dissemination and exchange.
- Promptly inform of the Communist Party’s, State’s, and higher-level CPV committee's policies, documents, governance, Fatherland Front, and political-social organizations that need to be communicated to the CPV cell.
- Evaluate the ideological status of party members and the public within the CPV cell’s leadership scope; identify issues needing attention from the CPV cell. Provide timely orientation on awareness and thought for party members.
(2) On implementing political tasks
- Evaluate the leadership results in implementing political tasks of the month for the CPV cell and the performance of party members; specify strengths, limitations, shortcomings, and causes to propose corrective measures.
- Evaluate the implementation of the XI Central Committee Resolution 4 on some urgent issues of Communist Party building today, the XII Central Committee Resolution 4 on strengthening Communist Party construction, correcting the degradation of political ideology, morality, lifestyle, expressions of "self-evolution", "self-transformation" within the Party connected with implementing Directive No. 05-CT/TW of the Politburo on promoting learning, following Ho Chi Minh's ideology, ethics, style.
- Party members, especially the leader, should relate, and assess the implementation of committed content as per the XII Central Committee Resolution 4; regarding what Party members must not do and their responsibilities to set an example as per the Central Executive Committee, Politburo's regulations; against position sales and power monopoly and against individualism, bureaucratism, distancing from masses.
- Results in leading government, and political-social organizations.
- Define tasks for the next month for the CPV cell and leadership, direction measures; and assign tasks to members.
