Planning the Network of Higher Education and Teacher Training Institutions for the Period 2021-2030: What Are the Contents and Principles?
Current Network Planning of Higher Education and Teacher Training Institutions
Pursuant to Clause 1 and Clause 4, Article 1 of Decision 209/QD-TTg 2021, approving the task of planning the network of higher education and teacher training institutions for the period 2021-2030, with a vision to 2050, the following contents apply:
(1). Name, period, scope, and subject of the planning
- Name of the planning: Planning the network of higher education and teacher training institutions for the period 2021-2030, with a vision to 2050 (the Planning).
- Planning period: The planning period for the network of higher education and teacher training institutions is 10 years (2021-2030), with a vision to 2050.
- Scope of the planning: Nationwide.
- Subject of the planning: Higher education institutions as defined by the revised Law on Higher Education 2018 (excluding higher education institutions under the Ministry of Public Security and the Ministry of National Defense), and teacher training colleges.
(2). Requirements of the planning content
- Analysis and evaluation of the factors, natural conditions, resources, context, and current status of the higher education and teacher training institution network.
- Forecasting development trends and scenarios directly affecting the network of higher education and teacher training institutions.
- Evaluation of inter-sectoral, regional linkages, and connections between higher education and teacher training institution networks and scientific research institutions in the development of the higher education institution network; determining the requirements for socio-economic development of the sector, and identifying opportunities and challenges.
- Defining the perspectives and development goals of the higher education and teacher training institution network during the planning period.
- Development plan of the higher education and teacher training institution network.
- Orientation for land use allocation for the development of the higher education and teacher training institution network and activities for environmental protection and climate change adaptation.
- List of important national projects, prioritized investment projects of the sector, and the order of implementation priorities:
+ Establishing criteria to identify priority investment projects for developing the higher education and teacher training institution network during the planning period.
+ Justification for compiling a list of important national projects, sector-prioritized investment projects during the planning period, estimated total investment levels, proposed order of implementation priorities, and methods of phased investment.
- Developing solutions and resources for executing the planning.

Perspectives, goals, and principles of planning the network of higher education and teacher training institutions for the period 2021-2030
Pursuant to Clause 2, Article 1 of Decision 209/QD-TTg 2021, the perspectives, goals, and principles of the planning are as follows:
(1) Planning perspectives:
- The planning ensures compatibility with the guidelines and policies of the Communist Party regarding the development of higher education, the Socio-Economic Development Strategy for the period 2021-2030, the Education Development Strategy for the period 2021-2030, and other related plans;
- The planning reviews and reorganizes the system of higher education and teacher training institutions to ensure rationality in scale, industry structure, and regional distribution, meeting the human resource needs for national and local socio-economic development;
- The planning aims to enhance investment efficiency and education quality, promote innovation and business connections; develop higher education institutions with good quality assurance conditions, forming several reputable universities in the region and the world; merge, consolidate, or dissolve small-scale, single-discipline universities with poor performance and quality;
- Open planning, facilitating domestic and foreign investors to establish new private higher education institutions, especially non-profit higher education institutions;
- The State has preferential policies and strong enough investment to implement the plan; there is a suitable implementation roadmap, not causing disruption affecting the activities of higher education and teacher training institutions.
(2) Planning goals:
- To concretize the guidelines, policies of the Communist Party and the State on the development direction of the higher education sector; connecting related sectors and regions according to the national overall planning;
- Establishing an open, fair, equitable, quality, efficient higher education system serving lifelong learning; with rational scale and structure, meeting the needs for high-quality human resources, scientific application, and technological innovation for sustainable national and local development;
- Providing a basis for implementing the nationwide mid-term public investment plan in the higher education sector, ensuring objectivity, science, transparency, and efficiency; while also serving as a basis for mobilizing community and societal resources to develop the network of higher education institutions.
(3) Planning principles:
- Ensuring principles: Sectoral planning activities as per the Planning Law; ensuring consistency and synchronization with the higher education development strategy and other related strategies in the same development phase; ensuring linkage, synchronization, and systemization between plans within the national planning system;
- Ensuring systematization: The higher education and teacher training institution network has a rational scale and structure, harmoniously distributed, closely connected with economic regions; creating mechanisms to form universities and large university centers of the nation; meeting the learning needs of the people and the labor market's human resource needs;
- Ensuring concentrated, democratic principles: the Government of Vietnam directs and orients uniformly; higher education institutions independently review, arrange, and decide according to the planning scheme and state policy; direct management agencies limit administrative interventions during the planning implementation;
- Ensuring inheritance, feasibility, consistent with the investment capacity of the State, and the ability to mobilize resources from the whole society; creating conditions for everyone to have the opportunity to participate in higher education development; encouraging the development of private higher education institutions.
Organizing the implementation of planning the network of higher education and teacher training institutions for the period 2021-2030
Pursuant to Article 2 of Decision 209/QD-TTg 2021, organizing the implementation of the planning is as follows:
(1). The Ministry of Education and Training is the organizing agency for the planning of the network of higher education and teacher training institutions for the period 2021-2030, with a vision to 2050, responsible for ensuring the implementation of the steps according to the conformable of the law on planning and other related laws.
(2). Other ministries and central authorities, socio-political organizations, and People's Committees of provinces and centrally-run cities are responsible for cooperating with the Ministry of Education and Training in the planning process according to the conformable of the law and the division of responsibilities by the Government of Vietnam and the Prime Minister of the Government of Vietnam.
