The National Committee for AIDS, Drugs and Prostitution Prevention and Control has recently launched the National Action Month on HIV/AIDS Prevention and Control for 2024 under the theme “Equity and Equality in Access to HIV/AIDS Prevention and Control Services - Aiming to End the AIDS Epidemic by 2030/Công bằng, bình đẳng trong tiếp cận dịch vụ phòng, chống HIV/AIDS - Hướng tới chấm dứt dịch bệnh AIDS vào năm 2030” according to Official Dispatch 6678/BYT-UBQG50 from 2024 regarding the Plan for implementing the National Action Month on HIV/AIDS Prevention and Control.

The Ministry of Education and Training of Vietnam has implemented the plan for the National Action Month on HIV/AIDS Prevention and Control in 2024 by mandating the Departments of Education and Training, educational institutions, and Pedagogical colleges (collectively referred to as the units) to perform tasks according to Official Dispatch No. 7156/BYT-UBQG50 from 2024. To be specific:

- Develop specific plans, integrating and embedding HIV/AIDS prevention and control content suitable to the actual conditions of each school, ensuring cost-effectiveness and efficiency.

The implementation period is from November 10, 2024, to December 10, 2024.

- Strengthen propaganda work to enhance awareness and responsibility among students for HIV/AIDS prevention and control; educate on legal knowledge and HIV/AIDS prevention through various forms.

Enhance the coordination between family, school, society, and mass organizations in educating students on HIV/AIDS prevention.

- Propaganda slogans: According to the content of Appendix 2 in the Plan issued with Official Dispatch 6678/BYT-UBQG50 in 2024 (attached to this Official Dispatch).

- The Ministry of Education and Training requires the units to report the implementation results to the Ministry (via the Department of Political Education and Student Affairs) before December 10, 2024.

What are the regulations on HIV/AIDS prevention and control in educational institutions within the national education system in Vietnam?

According to Article 15 of the Law on HIV/AIDS Prevention and Control 2006, regulations on HIV/AIDS prevention and control in educational establishments within the national education system in Vietnam are specified as follows:

- Educational institutions shall organize education for students and learners on HIV/AIDS prevention and control integrated with sex and reproductive health education, and conduct other HIV/AIDS prevention and control activities at their establishments.

- Educational institutions may not:

+ Refuse to admit a student or learner on the ground that such person is infected with HIV;

+ Discipline or expel a student/learner on the ground that such person is infected with HIV;

+ Separate, limit or forbid a student or learner from participating in the establishment's activities or services on the ground that such person is infected with HIV;

+ Request a student, leaner or a candidate to have HIV tested or produce an HIV test result.

What are the purposes and requirements of information, education and communication on HIV/AIDS prevention and control in Vietnam?

According to Article 9 of the Law on HIV/AIDS Prevention and Control 2006, the purposes and requirements of information, education and communication on HIV/AIDS prevention and control in Vietnam are:

- Information, education and communication on HIV/AIDS prevention and control shall aim at raising awareness, changing attitude and behavior, and fighting stigmatization and discrimination against HIV-infected people.

- The provision of information, education and communication on HIV/AIDS prevention and control shall meet the following requirements:

+ Being accurate, clear, simple and practical;

+ Being relevant to the targeted audiences, their education level, age, gender and traditions, culture, ethnic identity, religion, social morals, beliefs and customs;

+ Being non-discriminatory, not affecting gender equality and not using negative information on or images of HIV-infected people.
