What are the regulations on the enrollment plan to the first grade in upper-secondary schools for the gifted in Vietnam?

Pursuant to Clause 2, Article 17 of the Regulation on the organization and operation of upper-secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the regulations on the enrollment plan to the first grade in upper-secondary schools for the gifted in Vietnam are as follows:

- Provincial gifted schools: annually, the Department of Education and Training shall submit to the provincial People's Committee for approval of the enrollment plan of the gifted school;

- Gifted schools affiliated to higher education institutions: annually, the principal of the gifted school shall submit to the school council of the higher education institution that manages the gifted school for approval of the enrollment plan of the gifted school;

- At least 60 (sixty) days before the entrance exam date, the gifted school shall publicly announce the enrollment plan on the web portal of their own and of the gifted school’s managing authority.

What are the regulations on the educational programs and plans in upper-secondary schools for the gifted in Vietnam?

Pursuant to Article 20 of the Regulation on the organization and operation of upper-secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the educational programs and plans in upper-secondary schools for the gifted in Vietnam are specified as follows:

1. Education program

- As for specialized subjects: Implement advanced education programs for specialized subjects prescribed by the Minister of Education and Training;

- As for the remaining subjects: Implement the general education program promulgated by the Minister of Education and Training;

- The principal of the gifted school shall decide the teaching in foreign languages according to regulations; develop teaching materials according to the advanced education program for specialized subjects prescribed by the Minister of Education and Training.

2. Education plan

- The educational plan of the gifted school shall be developed to organize the implementation of the educational program of the gifted school as prescribed in Clause 1 of this Article;

- The educational plan of the gifted school must ensure the full implementation of the general education plan as prescribed, and spend time enhancing advanced teaching of specialized subjects, foreign languages, IT and strengthening life skills and social skills of students.

- Gifted schools organize educational activities according to the Charter of lower-secondary schools, upper-secondary schools and multi-level schools, and also strengthen the organization of educational activities about arts, music and sports to develop students' moral, intellectual, physical and aesthetic skills; strengthen the organization of scientific research, technical creation, life value education, life skills and social activities for students; focus on forming subject clubs and other clubs suitable to the needs of students and circumstances of the school.

Is it permissible to offer non-gifted classes in upper-secondary schools for the gifted in Vietnam?

Pursuant to Article 8 of the Regulation on the organization and operation of upper-secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT on classes in gifted schools:

Classes in gifted schools

1. Classes in gifted schools are offered according to subjects in the general education program promulgated by the Minister of Education and Training, including: Literature, History, Geography, Foreign Languages, Mathematics, Information Science, Physics, Chemistry, Biology (hereinafter referred to as gifted classes).

2. Do not offer non-gifted classes in gifted schools.

3. Each gifted class has no more than 35 students.

4. On the basis of educational quality assurance and at the request of the principal of the gifted school, the managing authority of the gifted school shall decide the number of subjects in which gifted classes are offered (hereinafter referred to as specialized subjects) and the number of gifted classes by each specialized subject.

Thus, according to the regulations, offering non-gifted classes in upper-secondary schools for the gifted in Vietnam is not permissible.

What are the specific duties and rights of students in upper-secondary schools for the gifted compared to other students in Vietnam?

Pursuant to Article 16 of the Regulation on the organization and operation of upper-secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the specific duties and rights of students in upper-secondary schools for the gifted compared to other students are as follows:

-  Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.

- Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.

- To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.

- Former students of gifted schools are enabled to participate in school activities.
