The Prime Minister of Vietnam has just issued Official Telegram 10/CD-TTg of 2025...Download regarding strengthening the direction of enrollment for lower and upper secondary education and management of extra classes in Vietnam.

Specifically, according to Official Telegram 10 2025, the enrollment for lower and upper secondary education and management of extra classes in some localities still face inadequacies that have not been promptly addressed, affecting teaching and learning activities at general educational institutions, and creating unfavorable public opinion in society.

To continue improving the quality and efficiency of state management in enrollment for lower and upper secondary education and extra classes, the Prime Minister of Vietnam requests:

(1) Presidents of the People's Committees of provinces and municipalities shall focus on directing the comprehensive and effective implementation of tasks and measures, taking full responsibility for enrollment for lower and upper secondary education and the management of extra classes in their localities, with particular attention to the following:

- Direct relevant agencies and units to adequately prepare conditions for organizing enrollment for lower and upper secondary education, ensuring transparency, practicality, and efficiency, reducing pressure and costs for society. Complete the announcement of enrollment plans for lower and upper secondary education for the 2025-2026 academic year by February 2025 so that students, teachers, schools, and general educational institutions can proactively prepare for enrollment.

- Arrange local budget resources and strengthen the mobilization of private investment resources to build sufficient schools and classes, ensuring quality so that every student of school age has access to education, reducing enrollment pressure, especially in large cities, industrial zones, and densely populated areas. Firmly ensure no student of school age is left out of school.

- Direct general educational institutions in the locality to strictly implement regulations on extra classes; severely deal with cases of violations. Timely discover, commend, and reward outstanding individuals and collectives dedicated to and passionate about students. Provide appropriate financial assistance to schools to help enhance education quality.

(2) The Minister of Education and Training shall:

- Direct and encourage localities to guide schools and general educational institutions in the strict implementation of the regulations on enrollment for lower and upper secondary education and regulations on extra classes as issued by the Ministry of Education and Training.

- Strengthen information dissemination, inspection, monitoring, and supervision of the implementation of the regulations on enrollment for lower and upper secondary education; Regulations on extra classes; demand strict handling, and publicizing of violations as per regulations.

- Proactively and regularly review and capture information to promptly amend, supplement, and complete the Regulations on enrollment for lower and upper secondary education and regulations on extra classes to ensure they are realistic and meet the requirements of the new situation.

(3) The Office of the Government of Vietnam as per the assigned functions and tasks to monitor and encourage relevant agencies and units to implement this Official Telegram; cooperate with the Ministry of Education and Training to promptly report to the Prime Minister of Vietnam the issues and difficulties encountered during implementation.

What are the methods of enrollment to 10th grade in Vietnam?

Under Article 9 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT (document effective from February 14, 2025), the methods of enrollment to 10th grade in Vietnam are:

- Annually, the enrollment for upper secondary education is organized once.

- The enrollment for upper secondary education is conducted using 01 (one) of the 03 (three) methods: admission, entrance exam, and combination of entrance exam and admission.

+ Admission: The admission criteria are the training and academic results across the years of the lower secondary education or the continuing education at the lower secondary level of the candidates, if repeating any class, the results of the repeated year are considered.

+ Entrance exam: according to the regulations in Article 13 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT.

+ Combination of entrance exam and admission: a combination of the above 02 methods.

What are the regulations on the exam subjects and papers for the 10th-grade entrance exam 2025 in Vietnam?

According to Clause 1 of Article 13 of the Regulations issued with Circular 30/2024/TT-BGDDT, the exam subjects and papers for the 10th-grade entrance exam in 2025 are specified as follows:

- The subjects and papers include: Mathematics, Literature, and one additional subject or paper selected by the Department of Education and Training from one of the two options:

+ The third subject is chosen from subjects evaluated by scores in the lower secondary education program, ensuring no repetition of the same third subject for more than three consecutive years.

+ The third paper is a composite paper from multiple subjects chosen from subjects evaluated by scores in the lower secondary education program.

For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes organizing their own entrance exams, the third subject or paper is selected directly by the managing body.

- The third subject or paper is announced after the end of the first semester but no later than March 31 annually.

- Time allocated for taking the exam subject or paper: Literature: 120 minutes; Mathematics: 90 minutes or 120 minutes; third subject: 60 minutes or 90 minutes; third paper: 90 minutes or 120 minutes.

- Exam content lies within the lower secondary education program, mainly Grade 9.

- For enrollment into upper-secondary schools for the gifted, students must take the required subjects and papers specified in this clause and one gifted subject. Each gifted subject has a separate examination based on the lower secondary school program, ensuring the admission of students with aptitude in that subject.
