Specifically, Hanoi Pedagogical University 2 announces the methods of enrollment for the full-time undergraduate program in 2025 as follows:
(1) Direct admission and priority consideration as regulated by the Ministry of Education and Training.
(2) Admission based on academic results at the upper secondary level (academic record).
(3) Admission based on the high school graduation exam results.
(4) Admission based on the results of the competency assessment exams organized by Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; Hanoi Pedagogical University, and Ho Chi Minh City University of Education.
(5) Admission based on the results of the independent entrance exam of Hanoi Pedagogical University 2.
(6) For majors like Preschool Education, Physical Education, and Sports Management, the above methods are used but in the admission combinations, results of aptitude tests organized by the University are included (not using results from aptitude tests of other higher education institutions).
As of now, among the pedagogical training institutions, three universities organize their own entrance exams: Hanoi Pedagogical University, Ho Chi Minh City University of Education, and Hanoi Pedagogical University 2.

Under Article 60 of the Education Law 2019, the regulations are as follows:
Duties and powers of schools
1. Schools have the following duties and powers:
a) Publicly announce objectives, programmes, educational plans, conditions of education quality assurance, evaluation and accreditation results of education quality; systems of degrees/diplomas and certificates of schools;
b) Conduct admission, education, training, scientific research, transfer results of training and scientific research as appropriate of functions, duties and powers; to ratify or issue degrees/diplomas and certificates within authority;
c) Propose demands and participate in recruitment of teachers and labour workers in public schools; to manage and employ teachers and labour workers; to manage learners;
d) Mobilize, manage and utilize resources according to the law; to build up infrastructure in conformity with the requirements of standardisation and modernisation;
dd) To coordinate with learners' families, organisations and individuals in educational activities; to arrange for teachers, labour workers and learners to participate in social activities and community service.
2. The performance of duties, organisational structure, personnel and finance of public schools are regulated as follows:
a) Institutions of preschool education and general education shall implement democratic regulations in schools; be answerable to society, learners, authorities; ensure the participation of learners, families and society in school management. Management in institutions of preschool education and public institutions of general education shall be in accordance with the Government’s regulations;
b) Institutions of vocational education and higher education shall implement democratic rights and be held accountable in accordance with the Law on Vocational education, Law on Higher education and other relevant regulations.
3. People-founded schools and private schools shall exercise democracy and be responsible for their own development plans, organisation of educational activities, formation and improvement of teacher resources, mobilization, use and management of resources for the realisation of educational objectives.
Additionally, under Clause 2, Article 34 of the Higher Education Law 2012, the regulations are as follows:

2. Enrolment organization:
a) The methods of enrolment include: entrance exams, profile evaluation or combination methods;
b) higher education institutions shall autonomously make decisions on the enrolment methods and bear responsibilities for the enrolment.

Thus, under the above provisions, higher education institutions in Vietnam have the right to autonomy in enrollment work.
Therefore, higher education institutions in Vietnam are entirely allowed to organize their own entrance exams for enrollment but must have mechanisms and notify candidates accordingly.
When is the High School Graduation Exam 2025 held?
According to Article 1 of Decision 2045/QD-BGDDT 2024 on the framework for the 2024-2025 academic year plan for preschool, general education, and continuing education nationwide:

1. The earliest school opening date is set 1 week before the official commencement ceremony. For first graders, the earliest start date is 2 weeks prior to the commencement ceremony.
2. The commencement ceremony is organized on September 05, 2024.
3. The first semester ends before January 18, 2025, and the school year is completed before May 31, 2025.
4. The recognition of completion of primary education and graduation from lower secondary education is conducted before June 30, 2025.
5. Enrollment for the first classes of all educational levels is completed before July 31, 2025.
6. The national high school exam 2025 is scheduled to take place on June 26 and June 27, 2025.
7. Other national-level exams are organized as per the Ministry of Education and Training’s guidelines and regulations.
Thus, the high school graduation exam 2025 is projected to take place on June 26 and June 27, 2025.
