On November 13, 2024, the Department of Education and Training of Ho Chi Minh City issued Announcement No. 7332/SGDDT/TCCB of 2024 download concerning the organization of retraining classes based on the professional title standards for upper secondary school teachers in the 2024-2025 academic year.
The Department of Education and Training of Ho Chi Minh City announces the organization of retraining classes for upper secondary school teachers as follows:
Participants
- Public employees teaching the upper secondary education program including teachers, principals, vice principals, directors, and deputy directors (hereinafter collectively referred to as upper secondary school teachers) from upper secondary schools, multiple-level schools with the upper secondary school level, continuing education centers, vocational and continuing education centers, and public specialized schools who do not yet have a retraining certificate according to the professional title standards as prescribed;
- Individuals who wish to receive retraining according to the professional title standards for upper secondary school teachers.
Time
- Opening time: 08:00 AM, December 8, 2024 (Sunday), at the University of Education, Ho Chi Minh City - Auditorium A.509.
- Class hours: Evening sessions during weekdays and all day Saturday and Sunday (as per a specific schedule provided upon class opening).
- Retraining form: Face-to-face retraining through virtual classes (face-to-face retraining through virtual class organization tools with the guidance of lecturers from the University of Education, Ho Chi Minh City).
- Total training duration: 120 lessons.
Tuition
- 2,000,000 VND/participant/course (Two million dong), including materials and certificate issuance fees.
Registration process
- For individuals enrolling personally
Step 1: Fill in your personal information, invoice details if applicable, and submit photos of ID card, degrees via the link https://tracuu.hcmue.edu.vn/cdnn;
Step 2: Choose personal payment option and use a QR code to transfer funds;
Step 3: Check registration results after one week (including confirmation of submitted documents, fees paid, issued invoices, etc.).
- For institutions nominating participants for training
Step 1: Provide personal information, select the workplace, and submit photos of ID card, degrees via the link https://tracuu.hcmue.edu.vn/cdnn;
Step 2: Choose the institutional payment option and inform the organization of the completion of online registration;
Step 3: The organization will contract with the University of Education, Ho Chi Minh City, and arrange for collective or individual invoice issuance and payment methods. The list of participants included in the contract can be obtained from the link https://tracuu.hcmue.edu.vn/cdnn (template in Appendix 1 attached to this communiqué).
Step 4: Individuals check the verification of registration documents after one week.

What are the standards of professional ethics for upper secondary school teachers in Vietnam?
Under Article 2a of Circular 04/2021/TT-BGDDT as supplemented by Clause 1 Article 4 of Circular 08/2023/TT-BGDDT, upper secondary school teachers must meet the following standards of professional ethics:
- Comply with the policies and directives of the Communist Party of Vietnam, state law, and educational regulations at the industry and local levels concerning upper secondary education.
- Regularly cultivate moral ethics, uphold a sense of responsibility, maintain the integrity, honor, and reputation of educators; and set an example for students.
- Love, treat fairly, and respect students; protect the legitimate rights and interests of students; foster unity and assist colleagues.
- Strictly adhere to the common responsibilities and obligations of public employees and the Ministry of Education and Training's regulations on educators' ethics.
What are the duties of a Grade III upper secondary school teacher in Vietnam?
According to Clause 1, Article 3 of Circular 04/2021/TT-BGDDT, the duties of a Grade III upper secondary school teacher in Vietnam include:
- Developing educational plans for assigned subjects and participating in formulating educational plans for the professional group following the objectives and curriculum of secondary education.
- Perform duties of organizing teaching and educational activities as per the school's educational plans and the professional group's plans; manage students in educational activities organized by the school.
- Carry out activities of assessing and evaluating students' academic and training results as per regulations.
- Organize psychological counseling, career orientation, and entrepreneurship activities for students and their parents for the assigned class.
- Engage in detecting, and nurturing gifted students, excellent students, tutoring underperforming upper secondary school students, or guiding educational practicum, and school social work activities for upper secondary school students.
- Participate in professional group activities; engage in scientific research; complete the management documentation system for educational activities as stipulated; carry out inclusive education duties as assigned; participate in organizing competitions (for teachers or students) from the school level and above.
- Complete training courses and mandatory improvement programs; engage in self-study and self-improvement to enhance professional capacity and skills.
- Perform other duties assigned by the principal.
