Under Article 5 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT Download, the following provisions are made:
- In one exam, there is an official question paper and a backup question paper for each subject. The question paper must meet the following requirements:
+ The content of the question paper must comply with Clause 2, Article 4 of these Regulations;
+ Ensure accuracy, scientific, and pedagogical nature; wording and phrasing must be clear;
+ Closely follow the required standards in the General Education Program; ensure the classification of candidates;
+ Written question papers must specify the score for each question; the scores for exam subjects are calculated on a 10-point scale;
+ Each question paper must include an answer key, and for essay exams, there must be additional grading guidelines;
+ The question paper must indicate the number of pages (for question papers with more than two pages); mark the word "END" at the end of the question paper.
- Question papers and answer keys not yet disclosed are classified as "Secret" under state confidentiality. The time allotted for papers of protection for "Secret" classified question papers:
+ For written question papers, end when two-thirds of the exam time is over; for multiple-choice question papers, end at the end of the exam session;
+ Unused backup question papers are declassified immediately after the last exam session ends.

What are the eligibility requirements for taking the High School Graduation Exam in Vietnam from 2025?
Under Article 19 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT Download, the following regulations are set forth:
1. Eligible candidates include:
- Individuals who have completed the General Education/Continuing Education program in the year of the exam;
- Individuals who have completed the General Education/Continuing Education program but have not graduated in previous years;
- Individuals who already hold a High School Diploma but retake the exam to use the results for enrollment registration;
- Individuals who already hold a Post-secondary Diploma who retake the exam to use the results for enrollment registration.
2. Eligibility requirements for taking the exam
- Eligible candidates must register and submit all required documents on time;
- Candidates under point d, clause 1 of this Article must ensure they have studied and met the requirements for sufficient high school cultural knowledge volume as stipulated by the Education Law 2019 and current guidance documents from the Ministry of Education and Training.

Under clause 3, Article 20 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT, the application for taking the High School Graduation Exam in Vietnam includes:
- Exam Registration Form;
- Valid certificates for priority/encouragement policies (if any);
- 4x6-sized photos taken in the style of ID/citizen ID card, taken no more than 06 months before submitting the application;
- Copies of the academic records at the upper secondary level (for candidates under point b, clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT);
- A copy of the High School Diploma (for candidates under point c, clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT);
- A copy of the Post-secondary Diploma, along with a copy of the Academic Record or transcript for cultural subjects at the upper secondary level as stipulated by the Education Law and current guidance documents from the Ministry of Education and Training (for candidates under point d, clause 1, Article 19 of Circular 24/2024/TT-BGDDT);
- Confirmation of reserved scores (if any) from the Principal of the high school where the candidate took the exam in the previous year or from the Department of Education and Training if the candidate took the exam in another province.
- Additionally, for submitting an application for taking the High School Graduation Exam for candidates under point a, clause 1, Article 19 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT Download:
+ Candidates register for the exam online: fill out the online registration form on the web portal specified by the Ministry of Education and Training and submit the original or a certified true copy from the original or a copy issued from the master register or a copy attached with the original for comparison (collectively referred to as 'copy') of evidence documents to enjoy priority/encouragement policies to the registration place;
+ Candidates unable to register online can submit their documents directly: fill out the exam registration form issued by the Ministry of Education and Training and submit it to the registration place along with copies of evidence documents to enjoy priority/encouragement policies (if applicable).
