Under Article 3 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the 03 requirements regarding enrollment for undergraduate programs in Vietnam are as follows:

- Educational institutions exercise autonomy and accountability in admissions procedures, ensure compliance with the law, and take responsibility before the law.

- Each educational institution undertakes all necessary measures to provide equal opportunities for all candidates; selecting those with aspirations and capabilities that best match the demands of the training major/program.

- Educational institutions closely coordinate under the assistance and supervision of the Ministry of Education and Training to ensure uniformity, coherence, and integration within the system; aiding in enhancing the quality and effectiveness of admissions in each institution and the overall system.

What are the enrollment methods for undergraduate programs in Vietnam?

According to Article 6 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the enrollment methods for undergraduate programs in Vietnam are as follows:

- An educational institution decides on one or multiple enrollment methods (entrance exam, admission or a combination of entrance exam and admission), applicable either generally to the institution or specifically to certain programs, fields, disciplines, and forms of education. A training major/program may simultaneously use multiple enrollment methods.

- Each enrollment method must specify evaluation and admission criteria and methods to combine criteria for classification, ranking, and determining matriculation for candidates according to the training major/program's requirements. Evaluation and admission criteria must be based on foundational knowledge and core abilities required for the training major/program.

- For enrollment based on academic results or subject-specific exam results (including GPAs of subjects at the upper secondary level, high school graduation exam results, and other evaluation results):

+ The subject combination used for admission must include at least three subjects suitable to the characteristics and requirements of the training program (subject coefficients may be applied), including Mathematics or Literature.

+ A training major/program may simultaneously use multiple subject combinations, where score differences between combinations can be specified when determining admission conditions.

+ No more than four subject combinations for admission can be used for a training major/program (except when subject combinations differ only by the foreign language subject).

- For a training major/program with separate targets for each admission method or subject combination:

+ The distribution of targets between admission methods or subject combinations must be justified reasonably; it should not cause unfairness for candidates choosing different methods or combinations.

+ Changes or additions to admission methods or combinations must be justified and reasonably planned; they should not reduce a method's or combination's target distribution by more than 30% from the previous year (within the target structure of the training major/program) unless such changes or additions are announced at least one year before the registration opening.

- Educational institutions are responsible for justifying the scientific and practical basis for determining enrollment methods, admission methods, subject combinations, and target distributions; including analysis, evaluation, and benchmarking of accepted students' academic results annually.
