When is the High School Graduation Exam 2025 in Vietnam held?

Under Clause 6, Article 1 of Decision 2045/QD-BGDDT in 2024 on the time frame plan for the 2024-2025 academic year for preschool education, general education, and continuing education, the regulations are as follows:

Promulgate a timeframe plan for the 2024 - 2025 academic year for preschool education, general education, and continuing education to be applied nationwide as follows:

1. The earliest school opening date should be 1 week before the official opening of the school year. For grade 1, the earliest school opening date should be 2 weeks before the official opening.

2. The school opening ceremony is organized on September 05, 2024.

3. The first semester ends before January 18, 2025, and the entire program and school year ends before May 31, 2025.

4. Consideration for recognition of completion of primary school and recognition of lower secondary school graduation should be done before June 30, 2025.

5. Completion of admissions for initial grades by July 31, 2025.

6. The high school graduation exam of 2025 is expected to take place on June 26 and June 27, 2025.

7. Other national-level exams are organized according to the regulations and guidelines of the Ministry of Education and Training.

The schedule for the High School Graduation Exam 2025 will be specified by the Ministry of Education and Training. However, the Ministry of Education and Training has not announced the official schedule yet.

Based on the timeframe plan for the 2024-2025 academic year, the High School Graduation Exam 2025 will be held in June on the 27th and 28th.

What are the regulations on organizing the Exam Councils of the High School Graduation Exam 2025 in Vietnam?

According to the draft circular on the Issuance of the Regulations on the High School Graduation Exam download, the Exam Council is organized as follows:

- Each province organizes one Exam Council, led by the Department of Education and Training, to organize examinations for all candidates registered for examinations in the province. The Department of Schools - Ministry of Defense may organize the examinations for candidates at an Exam Council led by the Department of Education and Training or organize one Exam Council led by the Department of Schools - Ministry of Defense. The Director of the Department of Education and Training decides to establish the Exam Council for the high school graduation exam (referred to as the Exam Council).

- Composition of the Exam Council:

+ The Chairman is the Deputy Head of the provincial Examination Steering Committee;

+ Vice Chairmen are Leaders of the Department of Education and Training and/or leaders at the departmental level under the Department of Education and Training;

+ Members are Leaders of some departments under the Department of Education and Training and/or leaders of general schools and/or leaders of lower secondary schools, including one permanent member.

- Duties and powers of the Exam Council:

+ Direct and handle issues occurring at the Council’s Committees to ensure the examination is organized by the Regulations; develop plans and organize the transportation, and preservation to ensure safety and confidentiality for question papers, answer sheets, and related documents as stipulated in the Regulations;

+ Organize the reception and processing of information and evidence regarding violation of the examination regulations; provide answers to queries and resolve complaints related to the exam organization locally;

+ Implement reporting policies and transfer examination data to the Ministry of Education and Training on time; report promptly to the national Examination Steering Committee about the examination organization of the Exam Council;

+ Propose competent authorities to make decisions on praising or disciplining (if any) Exam Council members.

+ The Exam Council uses the seal of the Department of Education and Training;

- The Chairman of the Exam Council:

+ Establishes the Councils’ Committees;

+ Oversees all activities related to examination organization as per the duties and powers of the Exam Council;

+ Is responsible to the Head of the provincial Examination Steering Committee for the performance of tasks by the Exam Council as per the regulations.

- The Committees, Vice Chairmen, and council members are accountable for executing tasks and responsibilities as assigned or authorized by the Chairman of the Exam Council.

- Exam Councils must print ID badges for everyone participating in the exam organization; badges must be stamped with the seal of the Department of Education and Training (or of the Exam place for those working at the Exam place); the badge should indicate the Exam Council’s name, exam place’s name (or the Committee’s name), and the task holder's full name (different colored badges may be used for different task groups).

What are the requirements for question papers for the High School Graduation Exam 2025 in Vietnam?

According to the draft circular on the Issuance of the Regulations of the High School Graduation Exam download, each test paper/exam subject within the exam must meet the following requirements:

- The content of the question papers must comply with Clause 2, Article 4 of the Regulations of the High School Graduation Exam issued by the Minister of Education and Training.

- Ensure accuracy, scientific basis, and educational appropriateness; text and wording must be clear;

- Align closely with the knowledge and skill standards of the high school curriculum; ensure the classification of candidates;

- The script question papers must specify the score for each question; the score of the script papers and the multiple-choice papers is converted to a 10-point scale for the entire exam and the component subjects of the combination test papers;

- Question papers must clearly state the number of pages (for exams with 2 or more pages); clearly state "END" at the conclusion of the question paper.

In one examination, each test paper/exam subject must have an official question paper and a reserve question paper meeting the requirements specified in Clause 1 of this Article; each question paper must have an accompanying answer key, and script question papers also include marking  instructions.
