Cóc kiện trời

Once upon a time, a frog was living in a small pond. It was very proud of itself and often boasted to its fellows that it was the strongest animal. One day, the frog encountered a large cow. Seeing the cow, it said, “Do you see me? I am bigger and stronger than you!” The cow merely laughed, but the frog was not pleased. It decided it must prove it was stronger.

The frog jumped up, puffed out its lungs, and took a deep breath to make itself appear larger. It continued to breathe deeply until it felt its body nearly swelling. The frog asked, “Do you see me yet? Am I bigger than you now?” The cow looked at the frog, smiled, and replied, “Frog, you cannot become bigger just by breathing!”

However, the frog refused to give up. It decided to go to heaven to sue, claiming that the heavens were unfair for creating such a small frog. The frog ran to meet the God of Heaven and requested to be made stronger and larger. The God of Heaven, surprised by this request, asked, “Why do you wish to change yourself like this?” The frog insisted, “I no longer want to live in this small, weak form. Are extra classes for 3rd-grade Vietnamese Language allowed in Vietnam?

Article 4 of the Regulations on extra classes issued with Circular 17/2012/TT-BGDDT specifies as follows:

Banned extra classes

1. Extra classes shall not be provided for students who have attended curricular classes for 2 sessions per day.

2. Extra classes shall not be provided for primary school students, except for extra-curricular activities: arts, sports, or life skills.

3. Higher education institutions, colleges, junior colleges and vocational schools are banned from hold extra classes with compulsory education contents.

4. A teacher receiving salaries from wage-fund of public service agencies is banned from:

a) Holding external extra classes unless he/she conducts external extra classes;

b) Conducting external extra classes for students who are in his/her curricular classes without the permit of the Head of his/her superior agency.

Thus, Vietnamese law does not allow extra classes for primary school students, except for extra-curricular activities: arts, sports, or life skills.

Thus, extra classes for 3rd-grade Vietnamese Language are not allowed in Vietnam.

What are the standardized educational qualifications of 3rd-grade Vietnamese Language teachers?

According to Article 72 of the Education Law 2019, the qualifications required are as follows:

Standardized educational qualifications of teachers

1. Standardized educational qualifications of teachers are regulated as follows:

a) Teachers of preschool education teachers must possess at least a pedagogical college diploma;

b) Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;

c) Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.

b) Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.

Thus, 3rd-grade Vietnamese Language teachers must possess at least a bachelor’s degree in pedagogy training.
