In this document, the Prime Minister requests the Presidents of the People's Committees of provinces and municipalities to focus on directing the completion of the announcement of the enrollment plans for 6th grade and 10th grade for the 2025-2026 academic year within February 2025, to allow students, teachers, and educational institutions to proactively prepare for enrollment.
Moreover, the Prime Minister of Vietnam directs the Minister of Education and Training with the following contents:
- Direct and encourage localities to guide schools and general educational institutions in the strict implementation of the regulations on enrollment for lower and upper secondary education and regulations on extra classes as issued by the Ministry of Education and Training.
- Strengthen information dissemination, inspection, monitoring, and supervision of the implementation of the regulations on enrollment for lower and upper secondary education; Regulations on extra classes; demand strict handling, and publicizing of violations as per regulations.
- Proactively and regularly review and capture information to promptly amend, supplement, and complete the Regulations on enrollment for lower and upper secondary education and regulations on extra classes to ensure they are realistic and meet the requirements of the new situation.

In Vietnam, which Regulation applies to the enrollment to 6th grade and 10th grade in 2025?
According to Article 2 of Circular 30/2024/TT-BGDDT:
This Circular takes effect from February 14, 2025.
This Circular replaces Circular No. 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training promulgating the regulation on enrollment for lower and upper secondary education; Circular No. 18/2014/TT-BGDDT dated May 26, 2014, by the Minister of Education and Training supplementing point a of clause 2, Article 7 of the regulation on enrollment for lower and upper secondary education issued together with Circular No. 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training; Circular No. 05/2018/TT-BGDDT dated February 28, 2018, by the Minister of Education and Training amending and supplementing clauses 1 of Article 2, clause 2 of Article 4, point d clause 1 of Article 7, and clause 2 of Article 7 of the regulations on enrollment for lower and upper secondary education issued together with Circular No. 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training.
The enrollment to 6th grade and 10th grade in 2025 shall follow the regulation issued together with Circular 30/2024/TT-BGDDT.
What is the specific process for enrollment to 10th grade in Vietnam?
Under Article 12 of the Regulation on Enrollment for Lower and Upper Secondary Education issued with Circular 30/2024/TT-BGDDT, the specific process for enrollment to 10th grade in Vietnam is regulated as follows:
Step 1: The Chairman of the Provincial People's Committee approves the plan for enrollment for upper secondary education. The plan includes basic content: candidates, targets and geographical areas for enrollment, enrollment methods, direct admission, priorities, incentives; time for assessing and announcing enrollment results. The plan is published annually before March 31.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes, the enrollment plan is determined by the Minister of Education and Training, Director of the Parent University, Rector of the University, Director of the Research Institute, after consultation with the local Department of Education and Training.
Step 2: Based on the approved enrollment plan, the enrollment council for upper secondary education constructs and publicly announces the school's enrollment plan; organizes registration, and receives, and prepares the registration content.
Step 3: The enrollment council carries out the enrollment according to the approved plan and proposes the list of successful students to the School Principal for submission to the Director of the Department of Education and Training for approval.
For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes, the list is approved by the Minister of Education and Training, the Director of the Parent University, the Rector of the University, the Director of the Research Institute, who directly manages the institution.
