Based on point a, clause 1, Article 2 of Decision 18/2017/QD-TTg on bridging from intermediate, college level to university level issued by the Prime Minister of Vietnam:

Conditions for Organizing Bridge Training Admission

A higher education institution meeting the following conditions is allowed to organize bridge training admissions from intermediate, college level to university level:

  1. For the anticipated field of study offering bridge training admissions:

a) The higher education institution must have a decision to open the training program at the university level in a formal education format;

b) The higher education institution must have been organizing and implementing the university-level training program on a credit basis for at least 03 (three) consecutive courses when deciding to implement bridge training admissions in a formal education format.

For bridge training in the arts sector, the higher education institution must have been organizing and implementing the university-level training program on a credit or annual system basis in a formal education format for at least 03 (three) consecutive courses when deciding to implement bridge training admissions in a formal education format.

For bridge training in the health sector, the higher education institution must ensure there is at least one lot of university-level students in a formal education format who have graduated.

  1. The higher education institution must have issued a regulation on recognizing the value of conversion of study results and the volume of knowledge and skills accumulated by the learner and are exempted when studying the bridge training program and make it publicly available on the educational institution’s website.

Therefore, for organizing bridge training admissions from intermediate, college level to university level, one of the mandatory conditions is a decision to open a training program at the university level in a formal education format according to regulations, and to additionally meet the above-stated conditions.

Is bridge admission from college to university level in Vietnam implemented via examination methods?

Based on Clause 1, Article 6 of Decision 18/2017/QD-TTg on bridging from intermediate, college level to university level issued by the Prime Minister of Vietnam:

Bridge Admission

  1. Bridge admissions from intermediate, college level to university level can be implemented via examination methods or selection or a combination of examination and selection methods as decided by the head of the higher education institution according to the current university admission regulations of the Ministry of Education and Training.
  1. Individuals with an intermediate level diploma registering for bridge admission to university level are allowed to participate in admissions with high school graduates in the annual university admission of the higher education institution.
  1. Individuals with a college diploma registering for bridge admission to university level are allowed to participate in bridge admissions via methods decided by the head of the higher education institution as follows:

a) Participate in admissions with high school graduates in the annual university admission of the higher education institution.

b) Participate in a separate bridge admission examination organized and conducted by the higher education institution itself. The subjects for bridge admission examination include: basic subject, specialized foundation subject and specialized subject or practical skills. Admission organization, selection, and calling qualified candidates shall follow the current university admission regulations of the Ministry of Education and Training.

For bridge training in the health sector, it only applies separate bridge admission examinations for individuals who have a practicing certificate with each subject's score having to reach at least 05 (five) points or above on a 10-point scale.

Thus, according to the aforementioned regulations, the current bridge admission from intermediate, college level to university level can be implemented via examination methods, selection, or a combination of examination and selection.

What are general regulations on conditions for candidates applying for bridge admission in Vietnam?

Based on Article 4 of Decision 18/2017/QD-TTg on bridging from intermediate, college level to university level issued by the Prime Minister of Vietnam:

- Graduates from intermediate, college levels can continue with university-level training programs in a relevant specialized direction, or in another specialized direction if they meet the program’s conditions.

- Applicants for bridge admission must ensure compliance with the current university admission regulations of the Ministry of Education and Training and must hold one of the following diplomas:

+ An intermediate or college level diploma issued by domestic training institutions. Individuals with an intermediate level diploma must ensure they have studied and passed the required secondary educational knowledge volume as per the Ministry of Education and Training regulations;

+ An intermediate or college level diploma issued by overseas training institutions must be recognized according to the regulations of the Ministry of Education and Training or the Ministry of Labor, Invalids and Social Affairs;

+ For bridge training in the health sector, applicants must have an intermediate level diploma or college level diploma in the health sector, where those with a medical practitioner diploma can apply for bridge admission to university-level programs in General Medicine, Traditional Medicine, Preventive Medicine, or Dentistry; individuals with an intermediate or college diploma in Pharmacy can apply for bridge admission to university-level pharmaceutical programs.
