Activities of Parents and the Parent Teacher Committee
1. Meetings of all parents:
a) At the beginning of the school year, the homeroom teacher organizes a meeting of all parents to elect the Class Parent Teacher Committee with the number of members specified in Point a, Clause 1, Article 3 of this Charter. During the school year, organize three meetings of all class parents: At the beginning of the school year, at the end of the first semester, and at the end of the school year, as well as extraordinary meetings when requested by at least 50% of the class parents;
b) Whether or not a school-wide parent meeting is organized is decided by the school’s Parent Teacher Committee.

Clause 2 of Article 1 of the Parent Teacher Committee Charter issued together with Circular 55/2011/TT-BGDDT stipulates as follows:
Scope and Subjects of Application
- This Charter stipulates about the Parent Teacher Committee including: the organization and operation of the Parent Teacher Committee; the management responsibility of the Parent Teacher Committee.
2. This Charter applies to the Parent Teacher Committees of preschools, elementary schools, middle schools, high schools, and multi-level schools (hereinafter referred to as schools).
Thus, preschool parent meetings are held three times a year:
- Once at the beginning of the school year;
- Once at the end of the first semester;
- Extraordinary meetings when requested by at least 50% of the class parents.

Based on Clause 2 of Article 4 of the Parent Teacher Committee Charter issued together with Circular 55/2011/TT-BGDDT, the duties and rights of the Class Parent Teacher Committee are as follows:
Duties and Rights of the Class Parent Teacher Committee
1. Duties of the Class Parent Teacher Committee:
a) Coordinate with the homeroom teacher and subject teachers to organize student educational activities;
b) Coordinate with the homeroom teacher to prepare the contents of parent meetings during the school year;
c) Participate in moral education for students; nurture and encourage excellent students, help struggling students, encourage students who have dropped out to return to school; help poor students, students with disabilities, and students in other difficult circumstances.
- Rights of the Class Parent Teacher Committee:
a) Decide to convene parent meetings as stipulated in Article 9 of this Charter (except for the parent meeting at the beginning of the school year to elect the Class Parent Teacher Committee) after consulting with the homeroom teacher;
b) Organize to gather parents’ opinions on student management and education measures for specific proposals to the homeroom teacher and subject teachers to improve the quality of moral education and teaching;
c) Coordinate the organization of extracurricular, traditional education activities, cultural, art, and sports activities to achieve comprehensive educational goals for students after consulting with the homeroom teacher.
Thus, the Class Parent Teacher Committee in preschools has the following rights:
