According to Official Dispatch 816/BGDDT-GDTH 2022 on organizing English and informatics teaching according to the 2018 general education program at the primary level:
Implementing Resolution No. 88/2014/QH13 dated November 28, 2014, of the National Assembly, Decision No. 404/QD-TTg dated March 27, 2015, by the Prime Minister of Vietnam about renewing general education programs and textbooks, the Ministry of Education and Training issued Circular No. 32/2018/TT-BGDDT dated December 26, 2018, on the General Education Program, in which Foreign Language 1 (English) and Informatics are compulsory subjects, organized for teaching from grade 3 in the 2022-2023 school year. To organize English and informatics teaching according to the General Education Program 2018 at the primary level from the 2022-2023 school year, the Ministry of Education and Training requires Departments of Education and Training to implement several contents as follows:

Thus, from the 2022-2023 school year onwards, Informatics is a compulsory subject from grade 3 according to the general education program 2018.
The conditions to organize teaching Informatics according to the general education program 2018 are stipulated as follows:
[1] Regarding facilities and teaching equipment
Advise the Provincial People's Committee, centrally-run city (hereafter commonly referred to as the provincial level People's Committee) to direct the arrangement and organization of the school network, school sites, and primary school classes in accordance with the local actual situation, convenient and meet the needs of learners as guided by the Ministry of Education and Training to achieve the goal of Primary Education being compulsory as stipulated in the Education Law 2019;
Promptly invest and equip facilities and teaching equipment to ensure the implementation of the general education program 2018 as per the guidance documents of the Ministry of Education and Training to meet conditions for organizing informatics teaching according to the prescribed roadmap.
[2] Regarding the teaching staff
Advise the provincial level People's Committee to direct localities to implement recruitment solutions, sign labor contracts, and guest lecturer contracts as guided in Official Dispatch 371/BGDDT-NGCBQLGD 2021 of the Ministry of Education and Training about preparing the informatics teaching staff for primary schools starting from the 2022-2023 school year, ensuring enough teachers to organize informatics teaching according to the prescribed roadmap.
Organize teacher training according to the content, program, and plan issued by the Ministry of Education and Training, ensuring teachers are trained about the subject curriculum, and trained to use textbooks before being assigned to teach.
[3] Regarding textbooks and teaching materials
Advise the provincial-level People's Committee to direct the selection, supply, and training for using textbooks as guided by the Ministry of Education and Training, paying particular attention to feedback from professional groups during the textbook selection process; organize the supply of textbooks to ensure sufficient quantity, quality, and on schedule, absolutely not allowing a lack of textbooks; cooperate with publishers with selected textbooks to organize training for teachers to use textbooks during teaching organization.
