What are the regulations concerning the question paper printing and copying area for the High School Graduation Exam 2025 in Vietnam?

Pursuant to Article 25 of the Regulations on high school graduation exams issued with Circular 24/2024/TT-BGDDT, the regulations concerning the question paper printing and copying area for the High School Graduation Exam 2025 in Vietnam are as follows:

(1) The question paper printing and copying must be conducted in a safe and isolated location, subject to security checks by the police, with strict security measures maintained throughout the printing process until the end of the last exam session. It must have full protective measures for security, information leakage prevention, and fire prevention. There are three independent isolation rings for the question paper printing and copying area:

- Ring 1 is completely isolated from the outside from the start of question paper printing or opening of original question papers for printing until the end of the final exam session. Prior to printing, the Question Paper Printing and Copying Board must cooperate with the police to establish a security plan for the question paper preparation, ensuring windows are sealed, supervised, and sealed by the police alongside the Question Paper Printing and Copying Board leadership to preclude external visibility;

- Ring 2, adjacent to rings 1 and 3, is completely isolated from the outside until the end of the final exam. Personnel in Ring 2 are responsible for supervising all communications via landline, serving as the contact point for communication with the outside, and controlling individuals and objects moving between rings 3 and 2 and vice versa;

- Ring 3, adjacent to ring 2 and the outside, is tasked with maintaining public order around the question paper printing and copying area 24/7, ensuring no unauthorized persons or communication devices enter. It should keep records of individuals and objects entering or leaving and require all individuals to wear badges issued by the Question Paper Setting Council;

- The organization of security and safety measures for the question paper printing process is executed according to joint guidelines issued by the Ministry of Education and Training and the Ministry of Public Security.

(2) From the moment the original question papers are opened or decrypted, those inside Ring 1 of the question paper printing and copying area must be completely isolated from the outside.

In necessary cases and with written consent from the Head of the Question Paper Printing and Copying Board, members may communicate with the outside using a landline phone, with speakers, and under police supervision.

Those working in the isolation zone must wear badges issued by the Question Paper Setting Council and operate only within designated areas, permitted to leave only after the final exam session has concluded.

In special cases, with written consent from the Head of the Question Paper Printing and Copying Board, members may leave the isolation area under police supervision (according to the timeline specified in the written consent from the Head of the Printing Committee).

(3) Machinery and equipment in the question paper preparation area, whether damaged or unused, may only be removed from the isolation area after the final exam session of the exam concludes.

What is the specific question paper printing and copying process for the High School Graduation Exam 2025 in Vietnam?

Under Clause 3, Article 26 of the Regulations on high school graduation exams issued with Circular 24/2024/TT-BGDDT, the paper printing and copying process is as follows:

Step 1: After reviewing the original or decrypted question papers, check the draft prints thoroughly, comparing them with the original before proceeding; If errors or questionable contents are found in the original question papers, a report must be made to the Chairman of the Question Paper Setting Council for resolution;

Step 2: Print question papers sequentially for each subject; upon completion, seal and pack according to exam rooms, and clean up before moving to the next subject. Only pack the precise number of question papers needed for each exam room.

During printing and copying, the quality of printed copies must be checked; trial and faulty prints must be collected and secured according to secret document policies;

Step 3: Each Exam Place must have at least one reserve question paper bag for each subject, marked clearly as "Reserve question paper";

Step 4: The Head of the Question Paper Printing and Copying Board manages the question paper bags for each subject post-packing, sealing, including managing excess or faulty prints, inferior, torn, or soiled, set aside copies.
