Enrollment council for upper secondary education

1. In the year of enrollment, each upper secondary school establishes one (01) enrollment council for upper secondary education as decided by the Director of the Department of Education and Training. The composition includes: the Chairman being the Principal or Vice Principal; the Vice Chairman being the Vice Principal or heado f the professional team; the secretary and members being the school's teachers and staff.

For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes, the enrollment council for upper secondary education is established by the Minister of Education and Training, Director of the Parent University, Principal of the University, Director of the Research Institute.

What is the process for enrollment for upper secondary education in Vietnam?

Under Article 12 of the Regulation on Enrollment for Lower and Upper Secondary Education issued with Circular 30/2024/TT-BGDDT, the specific process for enrollment for upper secondary education in Vietnam is regulated as follows:

Step 1: The Chairman of the Provincial People's Committee approves the plan for enrollment for upper secondary education. The plan includes basic content: candidates, targets and geographical areas for enrollment, enrollment methods, direct admission, priorities, incentives; time for assessing and announcing enrollment results. The plan is published annually before March 31.

For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes, the enrollment plan is determined by the Minister of Education and Training, Director of the Parent University, Principal of the University, Director of the Research Institute, after consultation with the local Department of Education and Training.

Step 2: Based on the approved enrollment plan, the enrollment council for upper secondary education constructs and publicly announces the school's enrollment plan; organizes registration, and receives, and prepares the registration content.

Step 3: The enrollment council carries out the enrollment according to the approved plan and proposes the list of successful students to the School Principal for submission to the Director of the Department of Education and Training for approval.

For upper secondary schools under the Ministry of Education and Training, parent universities, universities, and research institutes, the list is approved by the Minister of Education and Training, the Director of the Parent University, the Principal of the University, the Director of the Research Institute, who directly manages the institution.

Who is eligible for direct admission, priority points, and extra points in enrollment for upper secondary education in Vietnam?

Under Article 14 of the Regulations on enrollment for lower upper secondary education issued in conjunction with Circular 30/2024/TT-BGDDT, persons eligible for direct admission, priority points, and extra points in enrollment for upper secondary education in Vietnam are as follows:

(1) Persons eligible for direct admission

- Students of ethnic minority boarding schools at the secondary level.

- Students from very small ethnic minorities.

- Students with disabilities.

- Lower secondary school students who have won national awards organized by the Ministry of Education and Training or in cooperation with Ministries and equivalent bodies nationwide in competitions, contests, and fairs in culture, arts, sports, science, and technology.

- Lower secondary school students who have achieved prizes in international contests selected by the Minister of Education and Training.

(2) Persons eligible for priority points:

(1) Group 1:

- Children of martyrs;

- Children of invalids with 81% or more labor loss;

- Children of diseased soldiers with 81% or more labor loss;

- Children of those certified “as receiving policies for wounded soldiers with 81% or more reduced labor capability”.

- Children of those engaged in combat operations affected by toxic chemicals;

- Children of revolutionaries before January 1, 1945;

- Children of revolutionaries from January 1, 1945, to the August Revolution of 1945.

(2) Group 2:

- Children of heroes of the armed forces, children of labor heroes, children of Vietnamese heroic mothers;

- Children of invalids with less than 81% labor loss;

- Children of diseased soldiers with less than 81% labor loss;

- Children certified “as receiving policies for wounded soldiers with less than 81% reduced labor capability”.

(3) Group 3:

- Individuals whose parents are ethnic minorities;

- Ethnic minority individuals;

- Students living and studying in particularly disadvantaged areas.

(3) Persons eligible for extra points

- Lower secondary school students achieved prizes contents organized by the Department of Education and Training or in cooperation with provincial departments and authorities organized on a provincial scale for competitions held at the national level as stipulated in point d, clause 1, Article 14 of the Regulations on enrollment for lower upper secondary education issued with Circular 30/2024/TT-BGDDT.

- Extra points are added to the total admission score based on a 10-point scale for each subject or paper. First prize adds 1.5 points; second prize adds 1.0 point; third prize adds 0.5 points.
