Based on Article 14 of the Charter for the Parent committees issued along with Circular 55/2011/TT-BGDDT, the rules for parent meetings are as follows:

Rewards

1. The results of the activities of the Parent committees are one of the criteria for evaluating and rewarding educational institutions.

2. The Parent committees that operates well and contributes positively to the education of students will be rewarded according to their achievements in accordance with the laws on competition and rewards.

Thus, according to the provisions, the Parent committees, if it operates well and contributes positively to the education of students, will be rewarded according to their achievements under the laws on competition and rewards.

How many parent meetings are held in a school year in Vietnam?

Based on Article 9 of the Charter for the Parent committees issued along with Circular 55/2011/TT-BGDDT, the rules for parent meetings are as follows:

Activities of Parents and the Parent committees

1. Meetings of all parents:

a) At the beginning of the school year, the class head teacher organizes a meeting of all parents to elect the Class Parent committees with the number of members specified in Point a, Clause 1, Article 3 of this Charter. In the school year, meetings of all parents of the class are held three times: at the start of the school year, at the end of the first semester, and at the end of the school year. Extraordinary meetings can be held if at least 50% of the parents of the class request it;

b) Whether to hold a meeting of all parents of the school or not is determined by the School Parent committees.

2. Meetings of the Parent committees:

a) At the beginning of the school year, the class head teacher convenes the first meeting of the Class Parent committees to elect the head and deputy head of the board. After the election, the head of the board conducts a meeting with all parents to discuss and approve the activity program for the entire school year.

The Class Parent committees organizes regular meetings according to the yearly activity program and can hold extraordinary meetings if at least 50% of the parents request it or if the head of the board decides so;

b) At the beginning of the school year, the Principal meets with the heads and deputy heads of all Class Parent committeess to elect the School Parent committees from among those present, including those absent if they have agreed to participate. The Principal then chairs the first meeting of the School Parent committees to elect the head and deputy heads, and if necessary, other standing members. After the election, the head of the board conducts a meeting with all heads and deputy heads of the Class Parent committeess to discuss and approve the activity program for the entire school year.

The School Parent committees holds regular meetings according to the yearly activity program and extraordinary meetings if requested by at least 50% of the members or by the head of the board.

3. The Parent committees organizes activities to implement the duties and rights of the Parent committees and the contents and plans discussed and agreed upon in the parent meetings and the Parent committees meetings.

Thus, according to the regulations, parent meetings will be held 3 times in a school year. Specifically, meetings of all parents of the class are held three times: at the start of the school year, at the end of the first semester, and at the end of the school year. Extraordinary meetings can be held if at least 50% of the parents of the class request it.

Where do funds for operation of parent committees in Vietnam come from?

Based on Article 10 of the Charter for the Parent committees issued along with Circular 55/2011/TT-BGDDT, the operating funds of the Parent committees are as follows:

- Operating funds of the Parent committees:

+ The operating funds of the Class Parent committees come from voluntary contributions from parents and other legitimate funds for the Class Parent committees.

+ The operating funds of the School Parent committees are deducted from the operating funds of the Class Parent committeess according to the recommendations of the meeting of all heads of the Class Parent committeess at the beginning of the school year and other legitimate funds for the School Parent committees.

- Management and use of the operating funds of the Parent committees:

+ The head of the Class Parent committees collaborates with the class head teacher to plan the expenditure of the contributed and sponsored funds and only uses them after they have been agreed upon by all members of the Class Parent committees;

+ The head of the School Parent committees consults with the Principal to decide on the use of the contributed and sponsored funds and only uses them after they have been agreed upon by all members of the School Parent committees.

- The collection and expenditure of the operating funds of the Parent committees must ensure transparency and democracy; after expenditure, the budget must be publicly reported in parent meetings and meetings of the Parent committees. There is no predetermined average contribution amount for parents.

- The Parent committees must not collect contributions from students or their families for:

+ Non-voluntary contributions.

+ Contributions not directly serving the activities of the Parent committees: Protecting school facilities, ensuring school security; overseeing students' transportation; classroom and school cleanliness; rewarding school management, teachers, and staff; purchasing teaching equipment and supplies for the school or classrooms or for school management, teachers, and staff; supporting management, teaching, and educational activities; repairing, upgrading, or constructing new school facilities.
