What are the procedures for selection of textbooks at primary schools in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the procedures for selection of textbooks at primary schools in Vietnam are as follows:
Step 1: The council formulates a plan for organizing the selection of textbooks for the primary school; assigns tasks to the council members.
Step 2: Organize the selection of textbooks within the subject-specific group
- Based on the council's plan and criteria for selecting textbooks, the head of the subject-specific group formulates a plan for organizing the selection of textbooks for each subject structured within the subject-specific group, and reports it to the school head before implementation;
- Organize the participation of all subject teachers in the primary school (including permanent, contractual, seconded, guest, and inter-school teachers) to select textbooks for the respective subject;
- At least 20 days before the first meeting of the subject-specific group, the head of the subject-specific group organizes for subject teachers to study the textbooks, write review notes, and evaluate the textbooks according to the selection criteria;
- The head of the subject-specific group organizes a meeting with subject teachers to discuss, vote, and select one (1) textbook for the subject. If the subject has only one textbook approved by the Minister of Education and Training, the subject-specific group selects that textbook without voting.
The selected textbook must ensure that at least half (1/2) of the subject teachers vote for it.
If no textbook receives at least half (1/2) of the votes, the subject-specific group must re-discuss and re-vote; the selected textbook will be the one receiving the highest number of votes in the second round.
In both rounds of voting, if there are multiple textbooks with the highest equal number of votes, the head of the subject-specific group will decide on one of them.
Meetings of the subject-specific group must be documented, including detailed opinions on the textbooks by the participating subject teachers, with signatures from the head of the subject-specific group and the assigned recorder;
- The head of the subject-specific group compiles the results and the list of selected textbooks signed by the head of the subject-specific group and the assigned individual responsible for creating the list.
Step 3: The council meets to discuss and evaluate the organization of textbook selection by the subject-specific groups; verifies the meeting minutes, review notes, and textbook evaluation forms by teachers; compiles the results into a record (including comments, evaluations, and the list of selected textbooks by the subject-specific groups), with signatures from the President and the Secretary of the Council.
Step 4: The council proposes the list of selected textbooks to the school head according to regulations.
Step 5: The primary school prepares a dossier for textbook selection to send to the Department of Education and Training. The dossier includes:
- Decision on the establishment of the council by the primary school;
- Meeting minutes according to regulations;
- The list of textbooks selected by the primary school.
What principles must be adhered to in selecting textbooks in primary schools in Vietnam?
Based on Article 2 of Circular 27/2023/TT-BGDDT, the principles for selecting textbooks in primary schools include:
- Selecting textbooks from the list approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade level selects one (1) textbook for each subject, educational activity (including optional content, if any) implemented in the educational institution (hereinafter referred to as the subject).
- The selection of textbooks must ensure democratic, objective, public, and transparent implementation, prioritizing the interests of students.
