List of Textbooks for Ethics for Grade 1 in 2024 in Vietnam
Does the Ministry of Education and Training of Vietnam approve the Ethics textbooks for grade 1 students?
Based on Article 18 of the Primary School Charter issued along with Circular 28/2020/TT-BGDDT:
Textbooks, teaching equipment, reference materials, and local education materials
1. Primary schools use textbooks approved by the Minister of Education and Training and the Provincial People's Committee decides on the selection and use of these in the teaching and learning process in primary schools in the area; teachers and students use textbooks in teaching and learning activities to achieve the goals, education content, and the required competencies, and qualities of students as stipulated in the primary education program; primary schools must promptly provide full information about textbooks used at the school for students and their families.
2. Teaching equipment used in the school must be from the List of Minimum Teaching Equipment issued by the Ministry of Education and Training and other teaching equipment as stipulated in the general education program.

The Ministry of Education and Training approves the Ethics textbooks used for grade 1 students, and primary schools are only allowed to use the Ethics textbooks approved by the Ministry of Education and Training.

What are procedures for selecting Ethics textbooks for grade 1 in educational institutions in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the procedures for selecting Ethics textbooks for grade 1 in educational institutions in Vietnam are stipulated as follows:
Step 1: The council develops a plan to organize the selection of textbooks for the educational institution; assigns tasks to council members.
Step 2: Organize the selection of textbooks at the professional group level
- Based on the plan of the council and the criteria for selecting textbooks, the head of the professional group develops a plan to organize the selection of textbooks for each subject within the group, and reports to the head of the institution before implementation;
- Organize for all subject teachers (including permanent, contract, seconded, visiting, and multi-school teachers) in the institution to participate in the selection of textbooks for that subject;
- At least 20 days before the first meeting of the professional group, the head of the professional group organizes for subject teachers to study the textbooks, write review and evaluation forms based on the textbook selection criteria;
- The head of the professional group organizes a meeting with subject teachers to discuss, vote on the selection of one textbook for the subject.
In cases where a subject has only one approved textbook by the Minister of Education and Training, the professional group selects the textbook according to the decision without a vote.
The selected textbook must be chosen by at least half of the subject teachers.
If no textbook receives at least half of the votes, the professional group must discuss and vote again; the selected textbook is the one receiving the highest number of votes in the second round.
In both rounds, if two textbooks receive the highest equal votes, the head of the professional group decides on one of the textbooks.
Meeting minutes of the professional group must include detailed comments and evaluations from participating subject teachers, signed by the head of the professional group and the record keeper;
- The head of the professional group consolidates the results and creates a list of selected textbooks signed by the head and the designated person.
Step 3: The council meets, discusses, evaluates the organization of textbook selection by professional groups; verifies meeting minutes and evaluation forms according to Clause 2, Article 7 of Circular 27/2023/TT-BGDDT;
Consolidates the selection results from professional groups into a report, including comments and evaluations on the organization of textbook selection by the groups; the list of selected textbooks by the groups, signed by the Chairman and Secretary of the Council.
Step 4: The council proposes to the head of the institution the list of selected textbooks according to Circular 27/2023/TT-BGDDT.
Step 5: The educational institution prepares the paperwork for textbook selection and submits it to the Department of Education and Training (for primary and lower secondary levels) and the Department of Education and Training (for upper secondary level).
