What are procedures for selecting Grade 5 textbooks in educational institutions in Vietnam?
As stipulated in Article 7 of Circular 27/2023/TT-BGDDT, the procedures for selecting Grade 5 textbooks in educational institutions in Vietnam are as follows:
- The Council prepares a plan for organizing the selection of textbooks for the educational institution and assigns tasks to its members.
- Organization of textbook selection in subject groups
+ Based on the Council's plan and criteria for selecting textbooks, the head of the subject group prepares a plan for selecting textbooks for each subject within the group’s structure and reports to the head of the institution before implementation;
+ Organize for all subject teachers of the educational institution (including permanent, contracted, seconded, guest lecturers, and inter-school teachers) to participate in the selection of the subject’s textbooks;
+ At least 20 days before the first meeting of the subject group, the head of the subject group organizes for subject teachers to review the subject’s textbooks, write evaluation sheets, and assess the textbooks based on the criteria for textbook selection;
+ The head of the subject group organizes a meeting with subject teachers to discuss, vote, and select one (1) textbook for the subject.
In case there is only one (1) textbook for the subject approved by the Minister of Education and Training, the subject group selects the textbook according to the decision without needing to vote.
The selected textbook must have more than half (1/2) of the subject teachers voting for it.
In case no textbook receives more than half (1/2) of the votes, the subject group must discuss and re-vote. The selected textbook will be the one with the highest number of votes in the second vote.
In both voting rounds, if there are two (2) textbooks with an equal highest number of votes, the head of the subject group will decide which one to select.
The meetings of the subject group must be recorded in minutes, fully documenting the opinions and evaluations of the participating teachers, with signatures of the group head and the person assigned to record the minutes;
+ The head of the subject group compiles the results, lists the selected textbooks, and signs the list along with the person assigned to compile the textbook list.
- The Council meets to discuss and evaluate the organization of textbook selection by the subject groups; appraises the meeting minutes of the subject groups; reviews the evaluation sheets and assessments of the textbooks by the teachers as stipulated in clause 2, Article 7 of Circular 27/2023/TT-BGDDT; compiles the selection results of the subject groups into a report (including comments and evaluations on the organization of textbook selection by the subject groups and the list of selected textbooks from the subject groups), with signatures of the Chairman and Secretary of the Council.
- The Council proposes to the head of the institution a list of textbooks selected by the subject groups in accordance with Circular 27/2023/TT-BGDDT.
- The educational institution prepares a dossier of selected textbooks and sends it to the Department of Education and Training (for primary and lower secondary levels), and the Provincial Department of Education and Training (for upper secondary levels).
What are current prerequisite conditions for grade 5 textbooks in Vietnam?
According to Article 4 of the Regulations on standards, processes for compiling, editing textbooks; standards for organizations and individuals compiling textbooks; organization and activities of the national textbook appraisal council issued together with Circular 33/2017/TT-BGDDT, the prerequisite conditions for grade 5 textbooks in Vietnam are as follows:
- The content and form of textbooks must not violate the laws of Vietnam and must conform to national standards for publications.
- The content and form of textbooks must not contain biases based on ethnicity, religion, occupation, gender, age, or social status.
